Robert Mroczek EFFECT OF THE COMMON AGRICULTURAL POLICY ON BASIC
AGRICULTURAL MARKETS IN POLAND
considerably the quotas; amounting to ca. 2 million tons in the years 2003 – 2005, 1723
thousand tons in 2006/07 and 1934 thousand tons in 2007/08 (Tab.1).
Production of sugar in 2001/02 – 2007/08 marketing years exceeded granted quotas. In
2008/2009 sugar production will decrease to 1.3 – 1.5 million tons, so to the level lower
than the national consumption of the discussed product, amounting to 1.5 – 1.6 million
tons annually. Also, limitation of sugar quota for Poland in 2008/09 to the level of ca.
1.4 million tons will cause that we will become importers of sugar (nett).
Since 2004/05 season, the limit which was granted to Poland for production of potato
starch is equal to 145 thousand tons. Since 2005, production of starch is lower than the
limit as during the recent seasons it amounted to (in thousand tons) 158 in 2004, 130 in
2005, 79 in 2006 and 120 in 2007. Four years from the entrance of Poland to the EU
have already passed. During the discussed period, we could note different tendencies on
the basic agricultural markets. Production of cereals with the stable area of seeding,
amounting to ca. 8.4 million ha, was characterized by a big variation. In record 2004
year, crops of cereals were equal to almost 30 million tons and two years later, did not
exceed 22 million tons. Such big fluctuations of crop were affected by agro-climatic
conditions (Fig.1).
Production of sugar beets was maintained on a relatively stable level from 11.5 million
tons in 2006 to 12.7 million tons in 2004 and 2007 (Fig.1). In 2007, the area of sugar
beet cultivation was equal to 247 thousand ha and it was lower by 50 thousand hectares
as compared to 2004.
A slight decreasing tendency of potato production is continued. In 2007, their crops
were equal to almost 12 million tons and were higher by 31% as compared to 2006 but
they were lower by 16% than in 2004 (Fig.1). In 2004 – 2007, the area of potato
cultivation decreased from 714 to 550 thousand ha i.e. by 23%. According to the
