DEVELOPMENT OF EXPORT AFTER THE ACCESSION OF POLAND TO THE EUROPEAN UNION<br />

commercial companies from the EU-15. Therefore, the relatively high rate export<br />

refunds, obtained smaller enterprises (mainly in export of sugar, dairy and meat<br />

products) served, in most cases, for coverage of margin for mediator who facilitated<br />

obtaining contracts with the customers, e.g. in the countries of the South-East Asia and<br />

Africa but also in CIS (Commonwealth of Independent States) and in certain other<br />

former Soviet Republics.<br />

During the first years of Poland’s membership in the EU, the participation of subsidies<br />

in value of export to third countries increased quickly, reaching 7.5% in 2006. In 2007,<br />

it was, however, decreased to 4.2% only. Such situation was affected by the successive<br />

decrease of the level of refunding rates by the European Commission and their<br />

suspension for export of certain agro-food products.<br />

Accession of Poland to the European Union animated foreign trade of agro-food<br />

products. Export subsidies were one of the factors which affected growth of export to<br />

third countries; they compensated a difference between the price of products on the<br />

internal market and a lower price on the world market, supporting thus the discussed<br />

export. They constitute the main instrument which supports entrepreneurs and<br />

tradesmen in export of market surpluses, occurring during the over-production period.<br />

Export subsidies have contributed to improvement of price competitivity of Polish agroalimentary<br />

products on the markets of third countries. At present, they exist only in<br />

export of certain agro-alimentary products to third countries, i.e. sugar, beef, pork,<br />

poultry and eggs.<br />
