From the submitted data it is followed that Polish exporters revealed the greatest interest
in applying for refunds to export of agro-food products in 2005 and 2006. At the
mentioned period, the level of refunding rates affected the price competitivity of Polish
agro-food products in the world markets. They covered partially or completely the
difference between the world prices and the prices of market products in EU.Year by
year, the level of refunding rates for certain agro-food products was subject to changes,
mainly to lowering or suspension to zero what affected the decrease of interest in
participation in the discussed mechanism by Polish entrepreneurs. The sale of agro-food
products to the EU states within the frames of intra-Community exchange (i.e. with
omitting of customs procedures and the related control) where there is a free movement
of goods and no barriers to trade, as a consequence of lowering costs connected with
staying at the border and increase of the possibility of anticipating the date of deliveries,
was more profitable.
Export subsidies are favorable for development of Polish export to the markets of the
third countries and by this, they affect the prices of commodities on these markets.
Refunds to export have contributed to increase of export of Polish agro-food products
not only to the Commonwealth of Independent States but also they supplied the markets
of very remote countries of Africa, America or Asia.
Since the accession of Poland to the EU, the favourable situation in Polish foreign trade
of agro-food products has been recorded. Export of all commodity groups increased
more quickly than import. Since 2004, balance of foreign trade of agro-food products in
foreign markets is found on a positive level. The quality of the exported products and
health safety which has a direct influence on price domination of our products on the
markets of third countries is another factor, having the effect on increase of export of
agro-food products. The increase of interest in Polish agro-food products on foreign
markets is an evidence of a high competitivity of Polish food products. Export funds
