EFFECT OF SUBSIDIZING EXPORT OF AGRO-FOOD PRODUCTS ON<br />

DEVELOPMENT OF EXPORT AFTER THE ACCESSION OF POLAND TO<br />

THE EUROPEAN UNION<br />

Abstract:<br />

Together with the accession of Poland to the European Union, the conditions of<br />

commodity exchange with the abroad have been considerably changed. Trade of Poland<br />

with the EU Member States has been covered with the regulations of the Common<br />

European Market. Pursuant to the Accession Treaty, Poland has adopted acquis<br />

communautaire of the Community concerning trade policy, including all instruments<br />

and rules of common commercial policy, e.g. external customs tariff and out-tariff<br />

measures as well as system of agreements with the commercial partners outside the EU.<br />

Accession to the EU meant the extension of greater protective barriers over Poland in<br />

the field of import of agricultural products from third countries and the possibility of<br />

taking an advantage of export refunds (subsidies) to agro-food products exported to<br />

third countries on equal rights as other EU entrepreneurs.<br />

Introduction<br />

Accession of Poland to the European Community had a very strong effect on animation<br />

of foreign trade of agro-food products. The increase of export was mainly determined<br />

by a high production of agro-food products in our country and the existing high demand<br />

on Polish food products in foreign markets. Such situation was affected, inter alias, by<br />

export subsidies which, after the accession, were available for Polish entrepreneurs on<br />

the equal rights as for the EU business operators.<br />

The aim of the export subsidies granted to agro-food products was to remove the<br />

surplus of the products from the market during the period of their overproduction and<br />

owing to this fact, to maintain demand-supply equilibrium. Export refunds compensate<br />

a difference between the price of products on the internal market and lower price on the<br />

world market and they serve animation and support of export.<br />

Material and methods<br />

The present paper includes statistical data of the Institute of Agriculture and Food<br />

Economics–National Research Institute, the Main Statistical Bureau, Ministry of<br />

Agriculture and Rural Development, Ministry of Finance, Agricultural Market Agency<br />

etc.<br />
