It should be emphasized that within the framework of horizontal aid a significant
increase was observed in supporting employment, from 12% up to 66%. The result of
directing major means towards establishing new work places is observed in the form of
decreasing unemployment.
The entities granting public aid
According to law, the entities granting public aid are mainly represented by public
institutions. Table 4 presents the most important public entities which granted public aid
to Polish entrepreneurs in the period of 2004-2006.

The structure of public aid, from the point of view of the granting institution, in the
years 2004-2006, is of diversified nature. Significant differences refer mostly to:
− The Minister of Economy, in case of which the share of public aid presents an
extensive increase from 11,5% in 2004, up to 26,6% in 2006. The growing share of
public aid results from the grant maintaining the level of 1 billion PLN for sector
oriented support and, at the same time, a decreasing value of public aid in general;
