AS ONE OF THE PRIORITIES OF REGIONAL POLICY FOR 2004-2006 – SELECTED PROBLEMS<br />

On the other hand, multidirectional variations in the value of funds expended on<br />

investments in the scope of water management in 2004-2006 in the Lower Silesian<br />

Voivodeship (decreases/increases) were caused by similar variations in one of their<br />

components, namely the resources expended on the investments defined as “Water<br />

intakes and supply”, whereas, the amount of the financial resources expended in total on<br />

the investments defined as “Other investments” were decreasing year-by-year.<br />

When analysing the structure of total capital expenditures spent on environmental<br />

protection and water management in the Lower Silesian Voivodeship in 2004-2006 it<br />

should be stated that with respect to:<br />

• Environmental protection: the highest, although varying share in these funds had<br />

capital expenditures connected with sewage management and water protection:<br />

45.9; 61.8 and 57.1% respectively; the lowest share, in total, had “Other<br />

directions”; the share of expenditures spent on financing the investments<br />

connected with protection of atmospheric air and climate decreased over twice<br />

(from 29.8 to 13.4%), while the share in the “Waste management, protection and<br />

restoration of the utility value of soils and surface and underground waters”<br />

direction increased (from 13.8 to 20.8%).<br />

• Water management: financial resources expended on “Other directions” had the<br />

highest, but systematically decreasing share in the analysed expenditures, and<br />

they amounted to 66,6; 59 and 5<strong>2.</strong>3% respectively, while the remaining<br />

percentage fell to funding the “Water intakes and supply” investments, the<br />

financing of which was becoming more and more important because, in overall<br />

capital expenditures on water management, the share of the funds expended on<br />

this direction kept increasing (from 33.45% in 2004, through 41% in 2005, to<br />

47.7% in 2006).<br />

These relations reflect the increasing significance of investments on environmental<br />

protection, and they strictly correspond with the priorities of Lower Silesian regional<br />

policy.<br />

Possibilities of supporting the development of regions from EU funds<br />

After Poland’s accession to the European Union, all regions of our country were<br />

covered by assistance from the European Community within the structural policy.<br />

Instruments of this policy include structural funds, Cohesion Fund, and the funds of the<br />

European Investment Bank (EIB). Covering all the regions (Voivodeships) of Poland<br />

with the assistance from the Community within the structural funds resulted from the<br />

value of GDP per capita. The regions of the European Union, where the value of GDP<br />

per capita did not exceed 75% of the average EU value, could use such funds. In this<br />

period, on the average, the aforesaid indicator for Poland constituted 38.9% of the<br />

average EU value (EU-15). In 2007, according to Eurostat’s data, in Poland, this<br />

indicator increased up to 54.6% of GDP per capita (as compared with the average value<br />

for EU-27) and amounted to EUR 13.5 thousand. “The Gross Domestic Product<br />

adequately reflects economic convergence of regions, however, it is not sufficient for<br />

measuring the social or territorial convergence. Some less developed regions show a<br />

good economic growth, but the level of employment in such regions decreases, which<br />

has a disturbing effect on their demographic development. It is necessary to use other<br />
