European Union). This situation can pose a threat to health or even life of inhabitants in<br />

certain areas and can have an adverse effect on ecological condition of the environment.<br />

In science publications, this problem is discussed, among others, by J. Siekierski: “ (...).<br />

The safety in the scope of health and life means also ecological safety. Transformations<br />

in economy must take into account the need of protecting the environment in order to<br />

achieve its high quality, which is necessary for further development of economy and<br />

thus, quality of human life. Space management should ensure adequate relations<br />

between human needs and the needs of environmental protection” [4, p. 6]. Also I.<br />

Kociszewska draws attention to economic problems, which, alongside with social<br />

problems, result from undercapitalization of rural areas in Poland: “(...). Poorly<br />

developed technical infrastructure in rural areas is one of the most serious barriers for<br />

rural development. An inadequate degree of infrastructure development not only<br />

decreases the standard of living and management, but also decides about attractiveness<br />

of rural areas for investors. Capital barriers and limited financial possibilities of local<br />

governments are not conducive to infrastructure development. (...) development of<br />

infrastructure has a positive effect on developing pro-ecological attitudes” [1, p. 136-<br />

144].<br />

Deficiencies in the scope of infrastructure for discharging and treating domestic and<br />

municipal sewage and process waste, as well as in the scope of municipal waste<br />

separation and disposal systems, a high degree of pollution of the natural environment,<br />

mainly in surface and underground waters and soils, durable assurance of flood safety<br />

for people and property in the drainage basin of the River Odra and its tributaries, are<br />

considered to be main problems of development of the Lower Silesian Voivodeship.<br />

Capital expenditures in the scope of environmental protection and water<br />

management in Lower Silesia in 2004-2006 according to investment directions<br />

In 2004-2006, there occurred multidirectional variations in the value of financial<br />

resources, which were spent on investments connected both with environmental<br />

protection and water management (Table 1). After decreasing them in 2005, as<br />

compared with the previous year (down to PLN 620 862 thousand, i.e. by 17.8%), an<br />

increase in the value of these financial resources took place in the subsequent period (up<br />

to PLN 777 210.7 thousand, i.e. by 25.2%). A decrease in the value of the analysed<br />

expenditures in 2004-2005 was caused by reduction in the value of funds assigned for<br />

financing investments in the scope of environmental protection and water management<br />

in the investigated region. However, expenditures on financing investments in the scope<br />

of water management decreased relatively more dynamically (down to PLN 191 372<br />

thousand, i.e. by 20.8%) than those for environmental protection (down to PLN 620 862<br />

thousand, i.e. by 16.4%). In turn, in the second investigated period (2005-2006), the<br />

total increase in the analysed funds (connected both with investments in the scope of<br />

water management and environmental protection) was caused mainly by the increase in<br />

funds spent on investments on environmental protection (up to PLN 571 211.5<br />

thousand, i.e. by 33%) rather than those spent on water management (up to PLN 205<br />

999.2 thousand, i.e. by 7.6%).<br />

When analysing the structure of allocating total expenditures on investments in the<br />

scope of water management and environmental protection, it should be stated that in<br />

each of the investigated years (2004-2006), more funds were spent on investments<br />

connected with environmental protection than with water management. Additionally,<br />

the share of the latter increased. In 2004, in the Lower Silesian Voivodeship, the share<br />
