react much more than any time before to various pressures, which encompasses
demands for:
- more and better service,
- the greater effectiveness,
- the increasing transparency,
- the participation and consultation,
- greater representativeness (in favour of women, ethnic minorities,
underprivileged social classes as well as the handicapped people).
There is also the growing consensus in the idea that one of ways to the mentioned goals
implementation is represented by the utilization of some Total Quality Management
principles worked outin Europe, first in the United Kingdom.Therefore a growing
understanding of the fact that TQM represents an efficient way to the quality of
individual services raising and to the most possible effective spending of financial and
other municipality material resources is one of the most important contributions to the
contemporary management principles implementation in the public administration of
the United Kindgom and also in other European countries.
