Slovenian cluster development policy pursued three objectives. The first objective was<br />

to encourage co-operation and networking among companies in order to strengthen<br />

individual and joint abilities to develop partnerships in different areas of business, as<br />

well as to intensify co-operation between companies and R&D institutions to promote<br />

innovation and technological development. For this purpose, the Ministry of Economy<br />

decided to co-finance joint projects carried out by at least three companies and at least<br />

one R&D institution in the area of technological improvements, product development,<br />

specialisation, supply chains, joint production and marketing. The second objective was<br />

to promote the development of clusters through increased investments in support<br />

infrastructure. A training programme was designed to improve cluster development and<br />
