積 極 與 社 會 建 立 關 係
中 國 共 產 黨 二 十 大 召 開 , 選 出 了 新 一 屆 205 名
中 央 委 員 、24 名 政 治 局 委 員 及 7 名 政 治 局 常 委 , 習
近 平 繼 續 擔 任 黨 總 書 記 。 世 界 各 國 對 中 國 未 來 的 管
理 團 隊 、 對 內 及 外 交 政 策 , 及 中 國 要 在 世 界 扮 演 的
角 色 , 在 習 近 平 的 發 言 中 , 都 很 清 楚 中 國 會 走 向 與 西
方 民 主 、 自 由 、 法 治 相 反 的 路 向 , 可 以 預 計 中 國 與
西 方 國 家 的 關 係 , 在 短 時 間 內 都 不 會 緩 和 , 並 且 在 未
來 因 著 台 灣 問 題 發 生 軍 事 衝 突 的 機 會 極 高 。
澳 洲 過 去 數 年 與 中 國 的 關 係 極 為 緊 張 , 影 響 到
兩 國 之 間 的 文 化 、 貿 易 、 經 濟 合 作 等 。 中 國 是 澳 洲
最 大 的 貿 易 夥 伴 , 更 是 澳 洲 大 學 留 學 生 及 遊 客 的 最
大 的 來 源 地 , 相 信 在 未 來 經 過 新 冠 疫 情 後 , 兩 國 要 重
建 這 些 關 係 , 並 不 容 易 。 在 中 國 積 極 把 勢 力 伸 向 南
太 平 洋 島 嶼 的 同 時 , 外 長 黃 英 賢 面 對 的 挑 戰 亦 不 容
忽 視 。
西 方 社 會 包 括 澳 洲 主 流 , 感 受 到 中 國 成 為 威 脅
的 比 例 大 大 提 高 , 主 動 要 與 中 國 交 往 及 合 作 並 不 容
易 。 作 為 華 裔 澳 洲 人 , 我 相 信 是 可 以 扮 演 著 和 平 使
者 的 角 色 。 中 國 三 千 年 來 , 都 是 專 制 極 權 統 治 , 中 國
人 的 生 活 哲 學 以 維 護 個 人 及 家 庭 利 益 為 中 心 , 對 民
主 、 自 由 、 法 治 及 人 權 並 沒 有 太 大 熱 衷 及 經 驗 , 亦
並 不 如 西 方 社 會 般 重 視 。 在 澳 洲 生 活 的 中 國 人 , 往
往 會 給 其 他 澳 洲 人 感 覺 到 中 國 各 方 面 發 展 都 比 澳 洲
優 勝 , 而 他 們 對 中 國 的 認 同 比 對 澳 洲 強 。
這 一 種 的 生 活 態 度 , 很 容 易 令 主 流 澳 洲 人 認 為 ,
華 裔 澳 洲 人 會 認 同 現 時 中 國 政 府 及 她 要 改 變 世 界 的
決 心 。 其 實 , 選 擇 移 民 到 澳 洲 的 中 國 人 , 內 心 必 然 對
澳 洲 有 一 定 的 認 同 , 只 不 過 適 應 及 融 入 社 會 需 要 時
間 , 不 是 一 朝 一 夕 就 會 發 生 的 事 。 因 此 , 我 相 信 今 天
值 得 華 裔 移 民 多 想 一 下 , 我 們 既 選 擇 定 居 多 元 文 化
澳 洲 , 就 要 勇 敢 地 走 出 舒 適 地 帶 , 成 為 多 元 文 化 澳 洲
人 的 第 一 步 , 而 不 是 把 自 己 當 作 是 短 期 僑 居 澳 洲 , 更
要 展 示 出 我 們 願 意 認 識 、 投 入 、 貢 獻 及 與 其 他 人 共
同 建 設 這 一 國 家 。
在 中 國 與 西 方 國 家 關 係 緊 張 的 同 時 , 華 裔 澳 洲
人 更 要 主 動 與 主 流 及 其 它 多 元 文 化 社 群 建 立 更 緊 密
的 關 係 。
Building a good relation
with the society
The 20th National Congress of the Communist
Party of China appointed 205 Central Committees,
24 Politburo Committees and 7 Politburo Standing
Committees, with Xi Jinping re-appointed as general
secretary of the Communist Party of China. From
this future team composition ruling China and Xi’s
speech, its declared internal and foreign policy
based on which China would play her role in the
world arena, it is clear that China is going in the
different direction compared to the western
countries in terms of democracy, freedom and rule
of law. Hence it is envisaged that China’s relation
with the West could not improve in the near future,
not to mention their military tension over the
Taiwan issue has been escalating.
The Chinese Australian relation has remained
tense over the past decades, affecting the mutual
cultural, trade and economic cooperation. China is
Australia biggest trading partner, and has the
biggest share in Australian education and tourism
industries. It seems hard for their tie to restore after
the pandemic. The continuous spreading of Chinese
influence over to the South Pacific islands has made
the job of our foreign minister Penny Wong very
difficult.
Western countries including the mainstream
Australians are seeing China’s threat growing, that
will deter their proactive cooperation with China. As
Australian Chinese, we can play the role as an
ambassador. For over 3000 years China has been
ruled by totalitarian leaders, Chinese way and
notion of living always put individual and facility
interests upfront. They do not have experience and
aspiration in democracy, freedom, rule of law and
human right. Chinese here are seen to be feeling
superior as Chinese rather than accepting them as
Australians.
This lifestyle and mentality could make
mainstream Australians feeling Chinese from China
side with China in her will of changing the world.
Actually when these Chinese chose to migrate here
they must have an affiliation with Australia but just
that they need time to adjust and integrate. So
immigrants from China must take the initiative to
move on as a multicultural Australian, rather than
shelving away as temporary residents not willing to
participate and contribute in the building of a better
nation in common.
Amid a tense relation between China and the West,
Australian Chinese must strengthen their social
relation with the mainstream and multicultural
communities.
