ISSUE 665CONTENTSMorrison’s ‘Ministerial Incident’ 2020 3 2021 5 , , , , . , , , , , , , , , , , , , , 2020 3 , , , , , , , , , , , , , , , , , , , , , , , Australians are daunted and disappointed bythe news that the Ex-PM Morrison had secretlyappointed himself into five ministerial positionsduring the period March 2020 to May 2021.On Tuesday the Solicitor-General stated in hisreport that the appointments were legal and valid.But without making them public could make it hardto hold whoever accountable for those ministerialduties and decisions thus not the way to work fora responsible government. PM Albanese saidMorrison must be held responsible for this incidentbut it would still be his personal choice as to whetherhe should resign from the Parliament.Many of us are puzzled by the incident as theappointments were kept in the dark and Morrisonhad only exercised his ministerial role once inmaking a governance decision. To see this as apower abuse, secrecy or dictatorship may not bethe truth. According to Morrison’s explanation,this act was aimed to cope with the pandemic for‘special need’ purposes although he admitted it wasunnecessary with hindsight. We are open to take hiswords or we can accept his move.I rather see a human weakness of Morrisonwhen he chose to address the issue this way. Thetwo appointments in March 2020 were indeedrelated to the pandemic. But while in disagreementwith the Minister of Resource, he relied on thisappointment for ministerial interference in his ownpolitical interest bypassing an open dialogue. Thiscould not be an abuse of power because as a PM hecould override his ministers or even stand them offwith the agreement of the Governor General.From ‘special need’ to ‘personal tactic’ can beworrying in governance. But the Labor governmentbeing the opposition party then obviously had failedits duty during the pandemic for not checking upthose cabinet policies all made up by the PM andthe state premiers. They did not raise a question ontheir inappropriate exercising of those ministerialduties. We need to further investigate is theresomething wrong with the system to allow such anincident.
