PAS 29000:2021 Commercially operated vehicles – Framework for mitigating security risks from malicious<br />

use – Specification<br />

A new Publicly Available Specification (PAS) concerning the security of commercially operated vehicles has<br />

become available as a Draft for Public Consultation (DPC) until 30th November 2020. Events around the<br />

world have increased the awareness of the use of vehicles as a weapon, a means to cause damage, to<br />

injure and kill or for use as a delivery mechanism for large explosive devices. It covers commercial vehicles<br />

of all sizes but to assist you to determine if this draft PAS affects you, the full scope is as follows;<br />

Scope<br />

This PAS specifies requirements for identifying, implementing and maintaining security measures to reduce<br />

the risk of commercially operated vehicles being used in acts of terrorism and other forms of serious and<br />

organized crime, including drug operations and vehicle and cargo theft as well as undesirable actions such<br />

as anti-social behaviour. It covers personnel security and physical security of sites and vehicles as well as<br />

security management planning and processes.<br />

The PAS is intended for owners and operators of:<br />

• light and heavy goods vehicles;<br />

• public service vehicles (PSVs); and<br />

• mobile plant, whether they are hired or owned by the operator or driver.<br />

The PAS is intended for use in the UK but, where appropriate, can be used in Europe or anywhere else in<br />

the world.<br />

NOT CURRENT BEYOND 02 DECEMBER 2020.<br />

Note: The PAS process enables a specification to be rapidly developed in order to fulfil an immediate need<br />

in industry. A PAS can be considered for further development as a British Standard, or constitute part of the<br />

UK input into the development of a European or International Standard.<br />
