2.9 Regulations : Challenges & Propositions
The full realisation of the underground’s potential
requires regulatory and legal innovations regarding
access and safety as well as planning and ownership.
The underground abides by a different set of rules and laws compared to the surface.
These rules are often much less developed than those above ground, and they tend
to exarcebate the abrupt transition between above and below. The exploitation of the
urban underground through future car parks or other activities requires innovative
regulations in terms of safety, design and zoning. For instance, regulatory distinctions
could be introduced to distinguish between shallow and deep underground spaces, and
also between repurposed buildings and new constructions.
Beyond car parks, the sophistication of the regulatory realm related to underground
spaces is an essential element to the rootedness of our cities, and therefore to making
them more optimised, resilient and sustainable. The guidelines assembled by the Police
authorities in Paris compose an essential basis for the reach of these prospects.
