2.2 Continuing Modernist Urbanism
The location of underground car parks follows the
urban logic developed by the planners of the 18th &
19th century.
The spread of underground carparks was rapid from
the 1970s onwards. Most West European cities shared
similar situations: a growing private car problem and the
political will to solve it without spoiling their historic city
centers.
Local planning authorities selected sites for the new
infrastructure by responding to the specificities of
their urban heritage. The open public spaces that were
most central and most prized naturally became sites of
choice: squares, avenues, and esplanades were often
equiped with several underground levels of concrete
slabs to accommodate the vehicles.
These sites respect the urban planning logic and
the spatial systems developed by the planners of the
18th and the 19th centuries. Most notably, the methodology
of the “embélissement” consisted of working
like acupuncturists on the chaotic feudal fabric. They
introduced geometrical openings in the form of squares,
circles and lines in order to punctuate the city with
monumental open spaces that stimulated public life and
brought natural light and air.
The ordering of public space through simple
geometric architectural gestures creating public space
propelled Paris and most French cities to the forefront
of modernity. The creation of underground car parks
continued this project: an infrastructural gesture
bringing historic centers into a new technological age,
that of private motorised mass-mobility.
