2.1 Underground Car Parks. Historical Overview.
Indigo was a pioneer of underground architecture
for systematising concession-model parking under
public spaces from the 1960s onwards, starting
with Paris.
2.1 地 下 停 车 场 —— 历 史 概 况
Indigo 集 团 是 开 发 地 下 建 筑 的 先 驱 ,

的 所 有 权 而 私 营 企 业 能 够 提 供 服 务 . 这

Concession-model underground car parks were
developed in the late 1960s in order to provide parking
solutions in dense urban centers. Until then, many
buildings did not have dedicated parking. Cars would
park mostly in public spaces, free of charge and free of
regulations, at the expense of the other citizens.
This situation was particularly unmanageable and
unsightly in Paris due to the nature of its historic urban
fabric with its many monumental public squares and
avenues. The political will to clear the most important
historical sites of Paris from the invasion of cars led to
the invention of the concession-model underground
carpark.
The concession-model refers to a type of public
private partnership where a public body allows a
private entity to operate, finance, and even build a
public infrastructure for a certain time. This allows
the public entity to remain owner of the asset and the
private enterprise to offer its services. It is a rather
usual format for infrastructural development since the
19th century that has been used for roads, railways or
communications in different ways. The innovation of the
concession-model underground carparks was that they
were built below public spaces.
The first concession-model carpark was built in 1964
under the Invalides esplanade operated today by Indigo
Group. Two storeys deep with a capacity of 600 cars, it
enabled the transformation of the concrete plaza into
a green esplanade, thereby restoring its monumental
historic perspective.
This solution to the post-war car issue encountered
by Paris seamlessly integrated an invasive new technology–the
car–into a pre-existing historical city fabric that
wasn’t designed for it.
