Od uspješno uspostavljenog normativnog,institucionalnog i funkcionalnog okvira privatne sigurnosti ovisi njegova sigurnosna funkcija koja sereflektuje kroz legitimnan, efikasan i efektivan sigurnosni standard. Sa jedne strane, uspješnostprivatnog sigurnosnog sektora determinira je saradnjom sa grañanjima, a sa druge strane od kvalitetemeñusobnog odnosa, privatnog sigurnosnoh sektora i grañana, ovisi i nivo meñusobnog povjerenja.Imajući u vidi seriozna ovlaštenja sa kojima raspolažu pripadnici ovog sektora, nameće se potreba zaimplementacijom adekvatnog modela demokratske kontrole u ovoj oblasti sigurnosti. Savremenimodel demokratske kontrole bi bio u funkciji poštovanja ljudskih sloboda i prava, koncepta vladavineprava i ostvarivanja korporacijske sigurnosti. U radu se modeli kontrole objašnjavaju kao značajnafunkcija menadžmenta, koja ima svoje mjesto i ulogu u privatnom sigurnosnom sektoru. Naglašena jepotreba za utvrñivanjem cilja, strukture i mehanizama sprovoñenja kontrole u svakodonevnomfunkcionisanju agencija za zaštitu lica i imovine i privatnih detektiva kao ključnih subjekata privatnesigurnosti. U radu su korištena komparativna istraživanja aktuelnog stanja u Republici Makedoniji iBosni i Hercegovini, s ciljem unapreñenja i daljeg razvoja postojećih modela.Ključne riječi: privatna sigurnost, kontrola, korporacijska sigurnost, menadžmentMODEL OF DEMOCRATIC CONTROL AS A FUNCTION OF MANAGEMENT IN THEPRIVATE SECURITY IN REPUBLIC OF MACEDONIA AND BOSNIA ANDHERZEGOVINAAbstractThe private security sector is a reality in all of the countries of the Western Balkans, taking relevantplace in the security system as a whole. Successfully established normative, institutional andoperational framework for private security depends on its safety feature that is reflected through alegitimate, efficient and effective security standard. On one hand, the success of the private securitysector is determined by the cooperation with the citizens, and on the other hand, from the quality of therelations, the private security sector and the citizens depend on the level of mutual trust. Taking intoconsideration the serious powers that the members of this sector have, there is need for theimplementation of an adequate model of democratic control in the security area. The modern model ofdemocratic control would be in a function of the respect for human rights, the concept of rule of lawand the exercise of corporate security. In this study the models are explained as a significant controlmanagement function, which has its place and role in the private security sector. The need to establishthe goals, structure and implementation of the control mechanisms in the daily operation of thesecurity agency for people and property and private detectives as a key entities of the private securityis emphasized. This study is using the comparative research on the current situation in the Republic ofMacedonia and Bosnia and Herzegovina in order to promote the existing models and theirs furtherdevelopment.Key words: private security, control, corporate security, management.M&S 8(2013) 415
