One posluju po formalnimprocedurama i strogo utvrñenim pravilima za čije poštovanje, sprovoñenje i primenu naročito značajnuulogu ima upravni vrh. Ukoliko se upravni vrh ne pridžava ovih pravila, veoma je verovatno i da će sei zaposleni ponašati na sličan način, kako u normalnim okolnostima tako i u kriznim situacijama.Ukoliko upravni vrh formalno usvaja planove i pravila ponašanja u kriznim situacijama, ali ih se samne pridržava, ne prisustvuje i ne učestvuje aktivno u kriznim pripremama i simulacijama i ne pokazujezainteresovanost za ovu problematiku, velika je verovatnoća i da će krizni menadžment u dotičnojorganizaciji uglavnom biti samo mrtvo slovo na papiru, a krizni planovi knjige koje na polici skupljajuprašinu. I obrnuto, posvećenost upravnog vrha kriznim pripremama, javno promovisanje kriznesamosvesti i proaktivnog pristupa, negovanje kulture otvorenosti i slobodne atmosfere za iznošenjevlastitog mišljenja i prosleñivanje naviše u birokratskoj hijerarhiji čak i neprijatnih informacija, moguznačajno doprineti da organizacija bude pripremljena i samim tim otpornija na razne vrste kriznihsituacija.Ključne reči: kriza, upravni vrh, birokratska organizacija, bezbednosna kulturaIMPORANCE AND ROLE OF ADMINISTRATIVE LEADERSHIP IN CRISISMANAGEMENTAbstractContemporary organizations in the public and/or profit sector, are structured in accordance with theprincipe of bureaucratic organizations, best described by Max Weber as an ideal type. They operateunder strict and formal procedures and established rules implementation and enforced byadministrative leadership. If the top managers do not follow these rules, it is very likely that theemployees will behave in a similar way in normal circumstances and as well in emergency situations.If the administrative leaders only formally approve plans and rules of conduct in a crisis situation, butdo not follow them, do not participate actively in the crisis preparation and crisis simulations and showno interest in these issues, it is highly likely that the crisis management in the respective organizationwill exist only on the paper be largely, while crisis plans will be books on the shelf collecting dust.Conversely, a commitment of administrative leadership to crisis preparation, public promotion ofcrisis awareness and proactive approach, fostering a culture of openness and free atmosphere forpresenting empoyees opinions and forward up the bureaucratic hierarchy even unpleasant information,can significantly contribute to an organization preparations and its reselience to various kinds ofemergencies.Key words: crisis, administrative leadership, bureaucratic organization, safety culture.M&S 8(2013) 379
