The article is primarilyoriented to the characterization of the preventive project management that will be realized in thechosen schools in one the region of the Czech Republic. Two dominant risks were identified by riskanalysis those are the release of the dangerous chemical substances and the floods. The schools thatare located in the threatened zone by these risks they were categorized to the project. The projectrealization is conditioned by systematic setting structure of the management that include more levelswith different tasks. Analogous management structure can be used in realization of the similarcharacter activities with respecting of local conditions, customs, personnel, material and financialcapacities.Key words: Civil protection, prevention, management, risk analysis, leadershipINTRODUCTIONDuring last twenty years on the territory of the Czech Republic there happen to eight floods.During these floods died 118 persons and there was caused damages on 174 billion CZK. The mostmomentous floods had happened in years 1997, 2002 and 2009 when died 91 persons and damageshad cost 146,2 billion CZK. [7] Fire and Rescue Service of the Czech Republic guarantees thepreventive-educational activity (PEA) for cutting down the impacts mainly to the lives of thepopulation of the floods and others extraordinary events 1 and emergency situations 2 . The aim of thePEA is to teach the population how to behave during extraordinary events and emergency situations toprotect lives and health their own and their relatives.As the most effective and the most advantageous method of the PEA it is the education of thechildren and the youth. The individual Fire and Rescue Services of the region do this activity. Fire andRescue Service of the Moravian-Silesian region has published on August 27 th 2005 the Conception ofthe preventive-educational activity – Education of the pupils of the elementary schools in the field ofthe fire protection and civil protection [1] for the ensuring of this activity. This conception containsproject „Hasík CZ – Education of children in the field of fire protection and protection of population“(Hasík). This project is meant for the pupils of the primary schools. The aim of the project is not onlythe reduction of the number of fires that are started by childern but also increase of the possible of therescue of their lives in the case of the fire or other extraordinary event or emergency situation.Project and its implementation in the practicePreventive project Hasík is applied in the primarily schools and it consists from two mainparts. The basics and the knowledge of the fire protection and protection of population are presented tothe children in two lessons. The lessons are divided to the particular thematic blocks.The first part is oriented to children in the age from 7 to 10 this is the first school (usually 2ndclass). The aim of the first part there is to gain the confidence of the children, to establish of therespect from the fire and postulate that fire belongs not to the children hands.
