Rudarstvo 2011 / Mining 2011Figure 2 Modernized RTB Smelter SO 2 , Annual Average ConcentrationsKey conclusions of the dispersion modelling are that: The application of BAT Technologies will significantly reduce air emissions for the smelter andacid plant; The local setting-considering the topographic conditions, the local climatological andmeteorological characteristics, and nearby critical receptors will continue to <strong>present</strong> significantlimitations to the operations of the modernized smelter from time to time uncertain meteorlogicalconditions; The close proximity of the smelter to a number of sensitive receptors (residential properties,public meeting points, schools, etc) requires highly managed air quality modeling andmanagement control system that is integrated with smelter processes and scheduling; During detailed design further air quality modeling needs to be undertaken to integrateinformation from the air quality monitoring stations that have been established. Further modelingwill allow for refinement of the design and emission controls. During site operations the existingair quality monitoring station system needs to be integrated with predictive/prognostic airdispersion modeling to develop an more comprehensive air quality management system. Prior to commissioning the new smelter, the existing air quality monitoring system should add 1or more additional monitoring stations to address extended SO 2 effects on villages such as BorskaSlatina, Ostrelj, and the surrounding agricultural areas. This is important to document anddemonstrate that the smelter does not have any trans-boundary effects given the proximity of theBulgarian border.What the New Smelter/Acid Plant Means to RTB Bor and the Bor CommunityEnvironmental Benefits The waste heat from the new smelter will reduce the current coal consumption requirements forthe district heating plant that provides 95% of the heat for the local urban community. Improved air quality resulting from the new smelter will reduce the health risks for the localcommunity. Upgrade production in line with long-term Strategic business/Operations Plan of RTB Borsummarized in Section 4 of this EIA.448
