Zahrnuje odborné vzdělávání zaměřené na rozvoj dovednostía znalostí důležitých pro uplatnění v pracovním i soukromém životě, profesní vzdělávání,občanské vzdělávání a zájmové vzdělávání. Summaries of selected articlesThe relationship between a professional career and starting a familyfrom the point of view of different generations of women - p. 2In an environment of increasing demands on the labour marketand increasing social risks the need to balance family andprofessional roles, the private and public sphere in a person’s life,becomes more intense. In Czech society this need applies mainlyto women, who are still regarded as the principal carers for thefamily and household. In the Czech Republic there is a relativelyfirmly rooted tradition that women leave the labour market fora relatively long time in order to care for a small child/smallchildren. According to a survey entitled “GGS – Men and Womenin the Czech Republic – life paths and intergenerationalrelationships” from 2008–2009 it seems that the duration of theperiod of caring for a child is getting longer with each generation;on the other hand, women having more children are increasinglylikely to interrupt their professional career just once. It isa reasonable deduction from the survey that in the youngestgenerations of mothers (who have not yet finished theirreproductive activity) the total time spent away from the labourmarket is shorter among those women who have more than onechild and care/cared for them continuously without a temporaryreturn to the labour market than in the case of mothers who leftthe labour market on more than one occasion. Before startinga family, but also after returning to the labour market, full-timework is the dominant form of employment among women. On theother hand, in the youngest generations there is a distinct groupof mothers whose position on the labour market is problematic.They are either unemployed immediately after finishing maternalor parental leave or they remain at home, which does nothing toimprove their prospects on the labour market.Keywords: women, family, labour market, career, generationaldifferencesModalities of social policies, expert discourse and “correct” childcare – a comparison of the Czech Republic and France - p. 8The Czech Republic and France are countries that have undergonedifferent historical development but nevertheless have similarcharacteristics in certain regards – high levels of employment ofwomen, a similar design of formal child care institutions(nurseries, kindergartens), parental leave and an allowance forparents who are personally caring for their children. Despite theostensible institutional similarity, however, the behaviour ofparents in the two countries differs significantly – French womenmore commonly opt for a relatively quick return to the labourmarket, while Czech women interrupt their work activity forseveral years after the birth of a child. In order to explain thesedifferences we analyse three interlinked areas: state contributionsto parents personally caring for their children, institutional childcare and public and expert discourses concerning child care. TheFrench-Czech comparative analysis reveals that in bothCzechoslovakia/Czech Republic and France the formation ofpolicies and shaping of institutional care for children below theage of three was mainly influenced by expert knowledge and itspresentation in public discourse. In both countries expertdiscourse determined the ideas and notions that underpinnedchild care institutions and thus also the behaviour of people whoused the institutions and measures and reproduced these ideas intheir actions. A very different expert and public discussion on thepsychological impacts of non-parental and collective child caredeveloped from originally similar foundations in France and theCzech Republic. In the Czech Republic the outcome is that both thedesign of social policies and child care institutions and the attitudetowards the use of such policies and institutions was conservativein gender terms.Keywords: child care, social policy, discourse, institutions, CzechRepublic, FranceCoordination of the social integration of immigrants from thepoint of view of interactions between the different levels ofpublic administration - p. 15The large number of third-country nationals who are long-term orpermanently resident in the Czech Republic necessitates supportfor their social integration. Whereas the social integration offoreigners has for long been developed at national level asa social policy agenda, immigration and integration requirementsmainly impact at local level. To develop local integrationmeasures it is important to have a comprehensive concept of thesocial integration of immigrants, the political will to take action inthis area, and the ability to coordinate actions horizontally and torepresent the integration platform vertically, i.e. relative to thecentral level. Integration policy is somewhat overlooked at lowerlevels of public administration in the Czech Republic, however,despite the temporarily increased interest among municipalrepresentatives in the living standards of foreign nationalsbrought about by concerns linked to the impacts of the economiccrisis. In the Czech Republic in general there is a failure tocooperate between the social integration actors, both horizontally(between various actors of the integration of foreign nationals)and vertically (between different levels of public administration).At central level the relatively unsuccessful attempt to improvecooperation in this area has been replaced by state activitiesdirectly at regional level through regional integration centres,which are in most cases operated by a subordinate organisationof the Ministry of the Interior of the Czech Republic. Cooperationbetween the various social integration actors and the nature ofthe provided integration services are partly influenced by thefunding of non-profit organisations, which are the principaldeliverer of integration services.Keywords: integration of migrants, migration, public administrationTransformation of residential social services for mentally disabledpersons: developments to date, existing myths and traps andeconomic conditions for the provision of such services - p. 20The transformation of residential social services for mentallydisabled persons is a unique, continual and long-lasting processthat merits considerable attention throughout our society. Thesuccess of the transformation depends on the level of socialawareness, politicians’ priorities and the economic possibilitiesof society. Now, after two decades, we have an opportunity tofinally draw up a functional “guide” to how to create goodconditions to enable disabled persons to lead a normal life. Thefirst opportunity for making fundamental changes in the socialservices of post-totalitarian Czech society came in the 1990s. Thesecond opportunity came about through the launch of a pilotproject of the Ministry of Labour and Social Affairs of the CzechRepublic entitled “Support for the Transformation of the SocialServices” in 2007. The pilot project is supported by the EuropeanSocial Fund and investment finances are drawn from theIntegrated Operational Programme. All the regions of the CzechRepublic were able to take part in the project. With selectedresidential social services providers they can develop modern“model” workplaces for the needs of their users without theinitial investments being a burden on regional budgets. Becausethe project is a pilot project it should serve as a model for thedevelopment and subsequent operation and funding of all socialservices providers. Among other things, it focuses on analysis ofthe economic costs of providing residential social servicesbefore and after the transformation, enumerating the share ofcosts covered out of appropriations for which there is noautomatic entitlement.Keywords: residential social services, transformation, funding,incomes, expenditures
