Ostvarivanje prava Roma – cilj koji se možeostvaritiRepublika Srbija je 1. jula 2008. god<strong>in</strong>e preuzela predsedavanje „Dekadom zauključivanje Roma 2005–2015“. Predsedavanje Srbije Dekadom će trajati do 1. jula2009. god<strong>in</strong>e. Ovaj momenat predstavlja odličnu priliku za rezimiranje onoga što jeurađeno i, još važnije, onoga što treba da bude urađeno kako bi bilo omogućeno punoukljičivanje Roma i puno ostvarenje prava garantovanih domaćim i međunarodnim pravom.Kancelarija Ujed<strong>in</strong>jenih nacija u Srbiji ima obavezu da pruži podršku Vladi Srbijeda ispuni svoju dužnost na polju poštovanja, bezbednosti i zaštite ljudskih pravaRoma u Srbiji. UN nedelja 2008. je prilika da tim agencija UN-a u Srbiji uputi poziv svimnacionalnim i međunarodnim partnerima da ZAJEDNO ISKORAČE, SVI KAO JEDAN, ZAUKLJUČIVANJE ROMA.Romska populacija i dalje živi u izuzetno teškim uslovima. Podaci su šokantni: između63 i 80 procenata Roma ne završi osnovnu školu; između 40 i 75 procenata Roma živiispod granice siromaštva; između 60 i 80 procenata Roma živi u nehigijenskim i izolovanimnaseljima; procenjuje se da ima ukupno 45.000 <strong>in</strong>terno raseljenih Roma sa Kosova odkojih je samo 23.164 registrovano.Situacija je značajno pogoršana svuda prisutnom društvenom isključenošću Roma koja senajbolje vidi kada se status Roma uporedi sa statusom drugih društvenih grupa. U odnosuna njih, romska populacija je sedam i po puta izloženija riziku od siromaštva; stopa nezaposlenostiRoma je četiri puta veća od prosečne nacionalne stope nezaposlenosti; životnivek Roma je deset do dvanaest god<strong>in</strong>a kraći od životnog veka ostalih stanovnika; stopasmrtnosti dece kod Roma iznosi 25 umrlih na 1.000 rođenih, dok je stopa smrtnosti nanacionalnom nivou 8 umrlih na 1.000 rođenih, a stopa smrtnosti dece do pet god<strong>in</strong>a životapokazuje još veći dipsaritet – 28 umrlih na 1.000 rođenih kod Roma u odnosu na 8 umrlihna 1.000 rođenih kod ostalih stanovnika. Najjači contrast je vidljiv u broju vakc<strong>in</strong>isanih:u zemlji u kojoj je 98 procenata stanovništva vakc<strong>in</strong>isano, vakc<strong>in</strong>isano je samo 9 procenataRoma.Navedeni podaci, koji nisu potpuno precizni, ukazuju na prožimajući problem koji je u osnovisvih istraživanja i procena situacije u kojoj se nalazi Romska populacija u Srbiji. Naime,Romi u Srbiji nailaze na velike poteškoće u dobijanju ličnih dokumenata neophodnih zaostvarivanje pristupa raznim socijalnim usligama. Situacija da nemaju traženu dokumentaciju,i da veoma često žive u nelegalnim naseljima, dovodi do toga da Romi ne moguda registruju svoj boravak, ne mogu da dobiju ličnu kartu i samim tim ne mogu da ostvaresvoja osnovna socio-ekonomska i politička prava, uključujući i pravo na obrazovanje,zdravstvenu zaštitu, zaposlenje i pravo glasa.<strong>United</strong> <strong>Nations</strong>Problem je posebno izražen kod osoba koje su žrtve višestruke diskrim<strong>in</strong>acije, kao što suraseljena lica i povratnici iz Zapadne Evrope po ugovorima o readmisiji. Prema nekim pro-


cenama, 27 procenata <strong>in</strong>terno raseljenih Roma nema osnovna lična dokumenta, od kojihni legitimacije raseljenih lica, što često dovodi do toga da ih uznemirava policija, ili čak arbitrarnohapsi i zadržava u pritvoru. Ovaj problem dovodi i do toga da Romi ne traže zaštitupolicije koja bi im mogla biti pružena, čak ni onda kada su žrtve nasilja van svoje zajednice.U nastavku, pr<strong>in</strong>udni povratnici iz Zapadne Evrope na osnovu ugovora o readmisiji, od kojih59 procenata č<strong>in</strong>e Romi, suočavaju se sa raznim teškoćama u pokušaju <strong>in</strong>tegracije u srpskodruštvo, među kojima su l<strong>in</strong>gvističke, kulturne i mnoge druge barijere.Poboljšanje ovog teškog socio-ekonomskog položaja Roma u Srbiji je cilj Romske nacionalnestrategije i akcionih planova koje je Vlada Republike Srbije pripremila u bliskoj saradnjisa civilnim društvom i međunarodnim organizacijama. Akcioni planovi za obrazovanje,zdravstvenu zaštitu, zapošljavanje i stanovanje su usvojeni i č<strong>in</strong>e vodeće politike u ovojoblasti u ranoj fazi implementacije. Na žalost, akcioni planovi za socijalnu zaštitu, medije,kulturu, raseljena lica, povratnike iz Zapadne Evrope, poseban položaj Romk<strong>in</strong>ja, dokumentacijui anti-diskrim<strong>in</strong>aciju, još uvek nisu usvojeni. Vlada Republike Srbije priprema procesrevizije Romske nacionalne strategije u kojoj će se naći i usvojeni akcioni planovi. Revidiranastrategija će biti opšti strateški okvir za potpuno uključivanje Roma u srpsko društvo.Jedan od osnovnih prioriteta u ovoj ambicioznoj i ohrabrujućoj agendi će sasvim izvesnoostati isti – potreba da se preduzmu sve aktivnosti koje će dovesti do toga da se Romimaobezbedi mogućnost za dobijanje ličnih dokumenata, kao osnovni preduslov za ostvarivanjenjihovih ljudskih prava.Posmatrano iz perspektive ljudskih prava, podsećamo se da je Srbija potpisala i ratifikovalaveliki broj međunarodnih i regionalnih konvencija o ljudskim pravima, među kojima i Pakt ograđanskim i političkim pravima, Pakt o ekonomskim, socijalnim i kulturnim pravima, Konvencijuo elim<strong>in</strong>isanju rasne diskrim<strong>in</strong>acije, Evropsku konvenciju o ljudskim i manj<strong>in</strong>skimpravima, Okvirnu konvenciju za zaštitu nacionalnih manj<strong>in</strong>a, kao i mnoge druge koje držav<strong>in</strong>alažu obavezu da se svim građanima, uključujući i Romima, omogući ostvarivanje njihovihprava – među kojima su: pravo na zdravstvenu zaštitu, obrazovanje, socijalnu zaštitu i pravona pravni subjektivitet – bez predrasuda i diskrim<strong>in</strong>a cije.Najvažnije, zabrana diskrim<strong>in</strong>acije po osnovu rase, kulture, jezika kao i specifična obavezada se zaštite manj<strong>in</strong>ska prava je utkana u Ustav Republike Srbije, i u Zakon o zaštiti nacionalnihmanj<strong>in</strong>a koji sadrži eksplicitan zahtev da država preduzme neophodne mere kako bise poboljšao život Roma.Postoje, dakle, čvrste osnove od kojih Srbija može da počne u radu na mnogim pitanjima iizazovima koji opstaju kao preporuke punom uključivanju Roma u srpsko društvo. PredsedavanjeSrbije “Dekadom uključivanja Roma” daje priliku da se naglase neke od prioritetana tom putu.Četiri nacionalna akciona plana koji su usvojeni u kontekstu “Dekade uključivanja Roma”,koja regulišu oblasti zdravstvene zaštite, obrazovanja, zapošljavanja i stanovanja, još uvekčekaju da budu implementirani. Ciljevi postavljeni u def<strong>in</strong>isanim vremenskim rokovima trebada budu prioriteti, zato što se pokazalo da problemi sa kojima se Romi suočavaju veomabrzo rastu ukoliko aktivnosti i rešenja nisu implementirani blagovremeno.U tom kontekstu, usvajanje i implementacija Romske nacionalne strategije i nacionalnihakcionih planova u oblasti socijalne zaštite, medija, kulture, raseljenih lica, povratnika izzapadne Evrope, dokumentacije i anti-diskrim<strong>in</strong>acije ostaju kao ključni prioriteti.II


Puna implementacija postojećih Ustavnih normi i zakona koji zabranjuju diskrim<strong>in</strong>aciju,kao i ekspeditivnije usvajanje Zakona o anti-diskrim<strong>in</strong>aciji, će biti koraci koji će voditi kabrzim rezultatima u ukupnom naporu da se obezbedi bolje uključivanje Roma.Paralelno sa ovim aktivnostima, potrebno je kont<strong>in</strong>uirano jačanje i podrška najvažnijimtelima koja zastupaju puno poštovanje prava Roma, kako bi njihovi kapaciteti za efektivnoobavljanje posla bili ojačani. U ova tela ubrajaju se Savet romske nacionalne manj<strong>in</strong>e, Romskisavet u okviru Kancelarije zamenika premijera kao i radne grupe koje su formiraneu m<strong>in</strong>istarstvima koje imaju mandate da implementiraju usvojene nacionalne akcioneplanove.Posebna pažnja treba da bude usmerena na probleme koji su višestruki uzrok isključenostiRoma, kao što je olakšavanje dobijanja osnovnih ličnih dokumenata, građanska registracijapovratnika iz Zapadne Evrope i formiranje kapaciteta koji su neophodni za usmeravanjei punu re<strong>in</strong>tegraciju povratnika u srpsko društvo.Usvajanje Zakona o evikciji koji bi bio u skladu sa evopskim standardima bi rešilo problemiseljavanja iz nelegalnih naselja bez obezbeđivanja alternativnih rešenja i preseljenja uadekvatne uslove za život.Na kraju, svi moramo da obavimo svoj deo posla kako bismo osigurali uspeh ovih i drugihaktivnosti, tako što ćemo podizati svest o situaciji u kojoj se nalazi romska populacija,posebno zato što njihova isključenost veoma često dovodi do toga da njihovo mišljenje otome kako na najbolji nač<strong>in</strong> raditi na rešavanju njihovih problema veoma često ne budeuzeto u obzir.Problemi i pitanja sa kojima se suočava romska zajednica su toliko mnogobrojni i raznolikida su za njihovo rešavanje potrebni kont<strong>in</strong>uiran rad i predanost, s<strong>in</strong>hronizovan pristupsvih aktera: nacionalnih i lokalih vlasti, civilnog društva kao i poslovnog sveta, organizacijakoje predstavljaju romsku zajednicu, političkih stranaka i zajednice međunarodnih razvojnihpartnera. U ovom duhu, tim Ujed<strong>in</strong>jenih Nacija u Srbiji, koji č<strong>in</strong>e mnoge agencijeUjed<strong>in</strong>jenih nacija koje rade u Srbiji, iskoračuje jed<strong>in</strong>stveno u zajedničkom naporu i čvrstojposvećenosti da se da podrška Vladi i ljudima koji žive u Srbiji u ovoj teškoj ali dostižnojmisiji da se osigura puna uključenost Roma u srpsko društvo. Proslava Nedelje Ujed<strong>in</strong>jenihnacija pruža nam još jednu priliku da isti poziv uputimo svim učesnicima u ovom važnomprocesu:Iskoračimo, svi kao jedan za uključivanje Roma!III


IVRealiz<strong>in</strong>g Roma rights – an achievable goalThe Republic of <strong>Serbia</strong> has assumed the chairmanship of the 2005-2015 Decade ofRoma Inclusion’for one year start<strong>in</strong>g 1 July 2008. This landmark offers an opportunityto take stock of what has been achieved and, more importantly, what rema<strong>in</strong>s to bedone <strong>in</strong> order to enable the full <strong>in</strong>clusion of Roma and to allow them to exercise theirrights guaranteed to them under both <strong>Serbia</strong>n and <strong>in</strong>ternational law. The <strong>United</strong> <strong>Nations</strong>Team <strong>in</strong> <strong>Serbia</strong> is commited to assist the Government of <strong>Serbia</strong> to fulfill its obligationsto respect, protect and fulfill rights of Roma <strong>in</strong> <strong>Serbia</strong>. The UN Week 2008 is the occassionfor the UN Country Team to extend the <strong>in</strong>vitation to all national and <strong>in</strong>ternationalcounterparts to STAND UP AS ONE FOR ROMA INCLUSION.The Roma population cont<strong>in</strong>ues to exist <strong>in</strong> extremely difficult liv<strong>in</strong>g conditions. The figuresare jarr<strong>in</strong>g: between 63% and 80% of Roma persons do not complete primary school; between40 and 75% of Roma persons live below the poverty l<strong>in</strong>e; between 60 and 80% ofRoma persons live <strong>in</strong> unhygienic isolated settlements; there is an estimated total of approximately45,000 <strong>in</strong>ternally displaced persons (IDPs) of Roma nationality from Kosovo ofwhich only 23,164 are registered.This situation is exacerbated by what can be seen as widespread social exclusion of Romabest reflected <strong>in</strong> the comparison of the status of the Roma with the rest of society. The Romapopulation is approximately 7.5 times more exposed to the threat of poverty than the rest ofthe population <strong>in</strong> the Republic of <strong>Serbia</strong>; the rate of unemployment <strong>in</strong> the Roma communityis 4 times that of the national average; the life expectancy of Roma is an estimated 10–12years lower than the rest of the population; the <strong>in</strong>fant mortality rate among the Roma is 25deaths per 1000 births as compared to 8 deaths per 1000 births <strong>in</strong> the population as awhole, while the mortality rates among children under five years of age show an even largerdisparity – 28 deaths per 1000 children among the Roma, compared to 8 deaths per 1000children among the rest of the population. In starkest contrast are the immunization rates:<strong>in</strong> a country <strong>in</strong> which 98% <strong>in</strong> the general population has undergone immunization, a mere9% of Roma persons liv<strong>in</strong>g <strong>in</strong> <strong>Serbia</strong> have accessed the same service.The <strong>in</strong>exact figures mentioned above po<strong>in</strong>t to an underly<strong>in</strong>g problem which is fundamental<strong>in</strong> any exam<strong>in</strong>ation of the situation of the Roma population <strong>in</strong> <strong>Serbia</strong>. Namely, Roma persons<strong>in</strong> <strong>Serbia</strong> face great obstacles <strong>in</strong> acquir<strong>in</strong>g the documentation they need to accessvarious social services. Not hav<strong>in</strong>g the required documentation, and often liv<strong>in</strong>g <strong>in</strong> illegalsettlements means that Roma persons cannot register their residence, cannot obta<strong>in</strong> anidentity card and are therefore unable to exercise their basic socio-economic and politicalrights, <strong>in</strong>clud<strong>in</strong>g education, health, employment and the right to vote.The problem is<strong>United</strong>particularly egregious with regard<strong>Nations</strong>to persons who are subject to multiplecauses of discrim<strong>in</strong>ation, such as IDPs and returnees from Western Europe go<strong>in</strong>g throughthe readmission process. Accord<strong>in</strong>g to some estimates, 27% of Roma IDPs lack documentation,<strong>in</strong>clud<strong>in</strong>g IDP cards, which often leaves them subject to harassment from the police


and can lead to arbitrary arrest and detention. Furthermore, this problem also often causesRoma persons to shy away from the protection that the police force can afford them evenwhen they are the victims of violence from outside their communities. Moreover, personsforcibly returned from Western Europe under the aegis of readmission agreements - 59%of whom are of Roma nationality – face difficulties <strong>in</strong> <strong>in</strong>tegrat<strong>in</strong>g <strong>in</strong> <strong>Serbia</strong>n society due tol<strong>in</strong>guistic, cultural and other barriers.The improvement of this dire socio-economic situation of the Roma population <strong>in</strong> <strong>Serbia</strong>is the aim of the Roma National Strategy and the action plans which have been drawnup by the Government of <strong>Serbia</strong> <strong>in</strong> close cooperation with civil society and <strong>in</strong>ternationalorganisations. The action plans on education, health care, employment and hous<strong>in</strong>g havebeen adopted and now represent guid<strong>in</strong>g policies that are still <strong>in</strong> the very early stages oftheir implementation. Unfortunately, the action plans on social welfare, media, culture,IDPs, returnees from Western Europe, special position of Roma Women, documentationand anti-discrim<strong>in</strong>ation have not yet been adopted. That said, the Government is now <strong>in</strong> theprocess of prepar<strong>in</strong>g a revised Roma National Strategy which is to reflect all of the actionplans and which will provide the overall strategic framework for the full <strong>in</strong>clusion of Roma<strong>in</strong> <strong>Serbia</strong>n society.One of the top priorities <strong>in</strong> this ambitious and encourag<strong>in</strong>g agenda will certa<strong>in</strong>ly stay thesame – the need to undertake all necessary actions to ensure complete access to documentationfor Roma persons as a key precondition of effectively exercis<strong>in</strong>g their humanrights.Adoption of the human rights perspective rem<strong>in</strong>ds us all that the Republic of <strong>Serbia</strong> hassigned and ratified a number of <strong>in</strong>ternational and regional human rights treaties, <strong>in</strong>clud<strong>in</strong>gthe Covenant on Civil and Political Rights, the Covenant on Economic, Social and CulturalRights, the Convention on the Elim<strong>in</strong>ation of Racial Discrim<strong>in</strong>ation, the European Conventionon Human and M<strong>in</strong>ority Rights, the Framework Convention for the Protection of NationalM<strong>in</strong>orities and others that impose b<strong>in</strong>d<strong>in</strong>g obligations allow<strong>in</strong>g all citizens, <strong>in</strong>clud<strong>in</strong>gRoma persons, to exercise their rights – <strong>in</strong>clud<strong>in</strong>g the right to health, education, socialsecurity and recognition as a person - without prejudice or discrim<strong>in</strong>ation.Most importantly, the prohibition of discrim<strong>in</strong>ation on the grounds of race, culture, languageand religion and the specific obligation to protect m<strong>in</strong>ority rights are enshr<strong>in</strong>ed <strong>in</strong> the<strong>Serbia</strong>n Constitution and have been enacted <strong>in</strong> over thirty laws of the Republic of <strong>Serbia</strong>,<strong>in</strong>clud<strong>in</strong>g the Law on the Protection of National M<strong>in</strong>orities which explicitly requires the stateto undertake the measures necessary to improve the livelihoods of Roma persons.There is, therefore, a sound basis already from which <strong>Serbia</strong> can address the many issuesand challenges which persist as obstacles to full <strong>in</strong>clusion of Roma <strong>in</strong>to <strong>Serbia</strong>n society.<strong>Serbia</strong>’s presidency over the Decade of Roma Inclusion provides us with an opportunity tohighlight some of the priorities on that path.The four national action plans adopted <strong>in</strong> the context of the Decade of Roma Inclusion onhealth care, education, employment and hous<strong>in</strong>g are still await<strong>in</strong>g implementation. The objectivesset out with<strong>in</strong> the timel<strong>in</strong>es def<strong>in</strong>ed by the action plans must be viewed as a priorityas the problems fac<strong>in</strong>g the Roma often <strong>in</strong>crease with great speed if action and solutionsare not implemented timely.V


In this context, adoption and implementation of the Roma National Strategy and the draftnational action plans on social protection, media, culture, IDPs, returnees from WesternEurope, documentation and anti-discrim<strong>in</strong>ation rema<strong>in</strong> as key priorities.The full implementation of the exist<strong>in</strong>g Constitutional norms and laws prohibit<strong>in</strong>g discrim<strong>in</strong>ationand a more expeditious adoption of the draft Anti-discrim<strong>in</strong>ation Act will go a longway towards ensur<strong>in</strong>g quick w<strong>in</strong>s <strong>in</strong> the effort to secure greater <strong>in</strong>clusion.In parallel with these actions, crucial bodies which advocate for and act towards the fullrespect of the rights of the Roma population should cont<strong>in</strong>uously be strengthened andsupported as they develop greater capacities to conduct their work effectively. These bodies<strong>in</strong>clude the Roma National Secretariat at the M<strong>in</strong>istry for Human and M<strong>in</strong>ority Rights,the Roma National M<strong>in</strong>ority Council, the Roma Council with<strong>in</strong> the Deputy Prime M<strong>in</strong>ister’soffice as well as the work<strong>in</strong>g groups established <strong>in</strong> l<strong>in</strong>e m<strong>in</strong>istries that are mandated withimplement<strong>in</strong>g the adopted national action plans.In addition, particular attention should be paid to address<strong>in</strong>g the issues which act as multiplesources of exclusion such as allow<strong>in</strong>g easier access to crucial personal documents andcivil registration for Roma returnees from Western Europe and creat<strong>in</strong>g sufficient absorptioncapacities necessary to facilitate their full re<strong>in</strong>tegration <strong>in</strong>to <strong>Serbia</strong>n society. Adoptionof eviction laws <strong>in</strong> l<strong>in</strong>e with European standards would also remedy the threat of evictionfrom illegal settlements without the provision of alternative solutions allow<strong>in</strong>g resettlement<strong>in</strong> adequate liv<strong>in</strong>g conditions.F<strong>in</strong>ally, we must all do our share <strong>in</strong> ensur<strong>in</strong>g the success of these and other actions byrais<strong>in</strong>g awareness on the plight of the Roma population, as their exclusion often meansthat their problems and their own visions of how they can best be supported <strong>in</strong> achiev<strong>in</strong>g abetter life rema<strong>in</strong> out of sight.The problems and issues fac<strong>in</strong>g the Roma community are so multifaceted that they requirecont<strong>in</strong>uous commitment and synchronized approach by all actors: national and local authorities,public sector, civil society as well as the bus<strong>in</strong>ess community, organizations represent<strong>in</strong>gthe Roma community, political parties and the <strong>in</strong>ternational development community.In this spirit, the <strong>United</strong> <strong>Nations</strong> Country Team consist<strong>in</strong>g of various agencies of the<strong>United</strong> <strong>Nations</strong> active <strong>in</strong> <strong>Serbia</strong> stand as one <strong>in</strong> our jo<strong>in</strong>t efforts and firm commitment tosupport the Government and the people of <strong>Serbia</strong> <strong>in</strong> the difficult but achievable mission ofensur<strong>in</strong>g full <strong>in</strong>clusion of Roma <strong>in</strong>to <strong>Serbia</strong>n society. The celebration of the <strong>United</strong> <strong>Nations</strong>Week gives us an added opportunity to extend this same call to all other stakeholders <strong>in</strong>this important process:Let us all stand up as one for Roma Inclusion!VI

FAO agencija nema predstavništvo u Srbiji, ali pokreće projektekada je to potrebno.PROJEKTNE AKTIVNOSTI KOJE SU U TOKUPomoć za razvoj stočarstva u plan<strong>in</strong>skim područjima opšt<strong>in</strong>aPrijepolje, Sjenica i Tut<strong>in</strong> u regionu SandžakaPrva faza projekta je počela 2003. god<strong>in</strong>e, a zatim je 2006. god<strong>in</strong>e prešla u drugu fazu, koja će trajatisve do kraja 2008. god<strong>in</strong>e. Glavni ciljevi projekta u drugoj fazi su povećanje prihoda domać<strong>in</strong>stava usiromašnijim i izolovanijim zajednicama u Sandžaku, naročito kroz dalji razvoj stočarstva, oblasti market<strong>in</strong>gai pružanjem tehničke podrške, <strong>in</strong>formacija i obuke. Na taj nač<strong>in</strong> FAO pomaže proizvođačima dauspostave saradnju i poboljšaju proizvodnju, obezbede servisne <strong>in</strong>formacije i pristup tržištu. Projekatje u međuvremenu produžen do maja 2009. god<strong>in</strong>e.Energija dobijena sagorevanjem drveta za održivi razvoj ruralnihoblastiProjekat će usmeriti svoje aktivnosti na poboljšanje kapaciteta Direkcije za šume u M<strong>in</strong>istarstvu poljoprivrede,šumarstva i vodoprivrede, za def<strong>in</strong>isanje, procenu i razvoj pouzdane strategije za bioenergiju,kao i programa i projekata kompatibilnih sa održivim menadžmentom u šumarstvu, energetici i poljoprivredi.Projekat je odobren sred<strong>in</strong>om 2008. god<strong>in</strong>e, a počeo je da se primenjuje u septembru 2008.i trajaće dve god<strong>in</strong>e.3


PROJECT ACTIVITIES – ONGOINGDevelopment assistance to livestock farmers <strong>in</strong> the mounta<strong>in</strong>ousareas of Prijepolje, Sjenica and Tut<strong>in</strong> <strong>in</strong> the Sandzak regionGCP/FRY/001/NETThe project started <strong>in</strong> 2003 with the first phase and was extended for a second phase <strong>in</strong> 2006 untilthe end of 2008. The ma<strong>in</strong> objective of the second phase is to improve household <strong>in</strong>comes with<strong>in</strong>poorer and more isolated communities of the Sandzak region particularly through further developmentof livestock production and market<strong>in</strong>g and the provision of technical support, <strong>in</strong>formation andtra<strong>in</strong><strong>in</strong>g, thushelp<strong>in</strong>g producers to cooperate and enable better production, <strong>in</strong>put supplies, services<strong>in</strong>formation and market access. The project was eventually extended until May 2009.Wood energy for susta<strong>in</strong>able rural developmentTCP/YUG/3201The project will focus on the enhancement of the capacity of the Directorateof Forests (DF) <strong>in</strong> the M<strong>in</strong>istry of Agriculture, Forestry and Water Managementregard<strong>in</strong>g the formulation, evaluation and development of soundbioenergy strategies, programmes and projects compatible with the susta<strong>in</strong>ablemanagement of the forestry, energy and agricultural sectors. Theproject was approved <strong>in</strong> mid 2008 and started its implementation <strong>in</strong> September2008 for a duration of two years.Support to capacity-build<strong>in</strong>g for agriculture and rural developmentpolicy analysisTCP/RER/3101This is a regional project which is be<strong>in</strong>g implemented <strong>in</strong> six countries <strong>in</strong> Southeastern Europe <strong>in</strong>clud<strong>in</strong>g<strong>Serbia</strong>. Vođe i drugalica ne mogu se više skrivati iza ‘naroda’ ili bilo koje druge grupe. Oni moraju da priznaju odgovornost i daodgovaraju za svoje postupke. Time se zajednice štite od toga da budu označene kao kolektivno odgovorneza patnje drugih. To uveliko može da dopr<strong>in</strong>ese otklanjanju međusobne mržnje i podsticanju pomirenjaizmeđu naroda sa ratom pogođenih područja u bivšoj Jugoslaviji.UTVRĐIVANJE ČINJENICAU postupcima vođenim pred MKSJ su utvrđene mnoge č<strong>in</strong>jenice van osnovane sumnje, koje se odnose nazloč<strong>in</strong>e poč<strong>in</strong>jene u bivšoj Jugoslaviji tokom 1990-ih. Time je MKSJ dopr<strong>in</strong>eo stvaranju istorijskog zapisa odogađajima, borbi protiv negiranja i sprečavanju pokušaja revizionizma.OSTVARIVANJE PRAVDE ZA HILJADE ŽRTAVA I PRILIKA DA SE NJIHOV GLAS ČUJEPozivanjem pojed<strong>in</strong>aca na odgovornost za zloč<strong>in</strong>e poč<strong>in</strong>jene u bivšoj Jugoslaviji, Međunarodni sud ostvarujepravdu za hiljade žrtava u tom regionu. Tokom svedočenja na Međunarodnom sudu, mnoge žrtvepokazuju izuzetnu hrabrost i dopr<strong>in</strong>ose procesu utvrđivanja ist<strong>in</strong>e. Zauzvrat, Međunarodni sud žrtvamapruža mogućnost da se njihov glas čuje i da govore o svojim patnjama.EFIKASNA I TRANSPARENTNA MEĐUNARODNA PRAVDA JE MOGUĆAOd osnivanja, 1993. god<strong>in</strong>e, Međunarodni sud dosledno i sistematski razvija međunarodno pravo. Thanks to the ICTY, thequestion is no longer whether leaders should be held accountable, but rather how can they be called toaccount.PERSONALIZING GUILTBy try<strong>in</strong>g <strong>in</strong>dividuals on the basis of their <strong>in</strong>dividual responsibility, the ICTY personalizes guilt. Leadersand others can no longer hide beh<strong>in</strong>d the ‘nation’ or any other group. They have to take responsibility andanswer for their own actions. Accord<strong>in</strong>gly, communities are shielded from be<strong>in</strong>g labelled as collectivelyresponsible for others’ suffer<strong>in</strong>g. This can greatly contribute to prevent<strong>in</strong>g mutual hatred and promot<strong>in</strong>greconciliation among the war-torn societies of the former Yugoslavia.ESTABLISHING THE FACTSIn its proceed<strong>in</strong>gs, the ICTY has established, beyond reasonable doubt, many facts related to the crimescommitted <strong>in</strong> the former Yugoslavia dur<strong>in</strong>g the 1990s. In so do<strong>in</strong>g it has contributed to creat<strong>in</strong>g a historicalrecord, combat<strong>in</strong>g denial, and prevent<strong>in</strong>g attempts at revisionism.BRINGING JUSTICE TO THOUSANDS OF VICTIMS AND GIVING THEM A VOICEBy hold<strong>in</strong>g <strong>in</strong>dividuals responsible for the crimes committed <strong>in</strong> the former Yugoslavia, the Tribunal is br<strong>in</strong>g<strong>in</strong>gjustice to the many thousands of victims across the region. In testify<strong>in</strong>g at the Tribunal, many victimsdisplay exceptional courage and contribute to the process of establish<strong>in</strong>g the truth. In turn, the Tribunalprovides these victims with the opportunity to be heard and to speak about their suffer<strong>in</strong>g.EFFICIENT AND TRANSPARENT INTERNATIONAL JUSTICE IS VIABLES<strong>in</strong>ce its establishment <strong>in</strong> 1993, the Tribunal has consistently and systematically developed <strong>in</strong>ternationallaw. The Tribunal has proved that efficient and transparent <strong>in</strong>ternational justice is viable.STRENGTHENING THE RULE OF LAWIn addition to its primary function of try<strong>in</strong>g <strong>in</strong>dividuals for war crimes, the Tribunal has also been an <strong>in</strong>centiveto reform judiciaries <strong>in</strong> the former Yugoslavia and has been a catalyst for the creation of specializedwar crimes courts <strong>in</strong> the region.7

AktivnostiMOR-a su usmerene na ostvarivanje većih mogućnosti, i žena i muškaraca, za dobijanje adekvatnogzaposlenje u uslovima slobode, jednakosti, bezbednosti i ljudskog dostojanstva. MOR obezbeđujeSrbiji podršku u ispunjavanju standarda Evropske unije u oblasti zapošljavanja i socijalne zaštite, a uzto promoviše i standarde MOR kao i dijalog između vlada i socijalnih partnera.MOR u 2008. god<strong>in</strong>i započ<strong>in</strong>je novi projekat za saradnju sa Srbijom pod nazivom „Nacionalni programza ostvarivanje korektnih uslova za rad 2008–2011“ sa sledećim prioritetima:1. jačanje kapaciteta vlad<strong>in</strong>ih <strong>in</strong>stitucija i socijalnih partnera za unapređenje upravljanja tržištemrada2. unapređenje def<strong>in</strong>isanja i sprovođenja politike zapošljavanja kao i mera namenjenih mladimau nepovoljnom položaju3. ostvarivanje veće efikasnosti socijalne zaštite sa posebnim osvrtom na položaj ugroženih grupa10


Tri oblasti su u žiži <strong>in</strong>teresovanja MOR su:Zapošljavanje mladihGlavni deo tehničke podrške MOR-a je u oblasti povećanjaefi kasnosti <strong>in</strong>stitucija tržišta rada u Srbiji, kako bi mogle da seizbore sa izazovom zapošljavanja mladih i da bi mogle da razvijuplanirane programe tržišta rada za zapošljavanje mladihljudi čija su prava ugožena, posebno onih koji se suočavajusa diskrim<strong>in</strong>acijom, siromaštvom i socijalnom isključenošću.Socijalni dijalogMOR obezbeđuje podršku za jačanje bipartitnih i tripartitnih<strong>in</strong>stitucija socijalnog dijaloga na svim nivoima odlučivanja,za reforme zakonske regulative i poboljšavanje saradnje vlad<strong>in</strong>ih<strong>in</strong>stitucija sa organizacijama poslodavaca i radničkimorganizacijama.Socijalno f<strong>in</strong>ansiranjeNacionalni koord<strong>in</strong>ator MOR-a za Srbiju i MOR-a pomažu ustva ranju i poboljšavanju uslova za podršku nezaposlenimada započnu svoj sopstveni biznis. Tehnička pomoć koju MORobez beđuje i partnerstva koja uspostavlja sa relevantnimm<strong>in</strong>istarstvima, socijalnim partnerima i <strong>in</strong>stitucijama za mikrof<strong>in</strong>ansiranjetreba da stvori pogodno okruženje za podrškuaktivnostima mikrof<strong>in</strong>ansiranja u Srbiji.Specijalisti iz podregionalne kancelarije MOR u Budimpeštiobezbeđuju čitav spektar usluga – od aktivnosti na izgradnjikapaciteta, preko tehničkih i savetodavnih misija, dokon fe rencija na kojima je omogućena razmena <strong>in</strong>formacijai isku stava između članova MOR, kao i edukacija za koju suangažovani strani eksperti. MOR sprovodi i nekoliko projekatatehničke saradnje koje f<strong>in</strong>ansiraju razni donatori.11

The ILO providesassistance to <strong>Serbia</strong> to meet European Union standards <strong>in</strong> the areas of employment and social protectionwhile also promot<strong>in</strong>g the International Labour Organizations’ standards and dialogue between thegovernment and the social partners.The ILO is start<strong>in</strong>g a new cooperation framework with <strong>Serbia</strong> <strong>in</strong> 2008 called “Decent Work CountryProgramme 2008-2011” with the follow<strong>in</strong>g priorities:1. Strengthen<strong>in</strong>g capacity of government <strong>in</strong>stitutions and the social partners to improve the governanceof the labour market.2. Improv<strong>in</strong>g the formulation and implementation of employment policy as well as of measurestarget<strong>in</strong>g disadvantaged youth.3. Improv<strong>in</strong>g the effectiveness of social protection with special focus on vulnerable groups.Three areas of particular focus are:Youth employmentThe focus of ILO technical assistance is on <strong>in</strong>creas<strong>in</strong>g the effectiveness of the <strong>Serbia</strong>n labour market<strong>in</strong>stitutions to address the youth employment challenge and to develop targeted labour marketprogrammes for disadvantaged young people, especially those who face discrim<strong>in</strong>ation, poverty andsocial exclusion.12


Social dialogueThe ILO provides assistance to strengthen bipartite and tripartite <strong>in</strong>stitutions for social dialogue at alllevels of decision mak<strong>in</strong>g, to reform the legal framework, and to strengthen government <strong>in</strong>stitutionsand employers’ and workers’ organizations <strong>in</strong> deal<strong>in</strong>g with social dialogue and <strong>in</strong>dustrial relations.Social f<strong>in</strong>anceILO National coord<strong>in</strong>ator for <strong>Serbia</strong> and the ILO helps to strengthen and consolidate a support frameworkto unemployed to start their bus<strong>in</strong>ess. The technical assistance provided and the partnershipsestablished with relevant m<strong>in</strong>istries, social partners and microf<strong>in</strong>ance <strong>in</strong>stitutions aim to create anenvironment conducive to support<strong>in</strong>g microf<strong>in</strong>ance activities <strong>in</strong> <strong>Serbia</strong>.Specialists from the ILO Subregional Office <strong>in</strong> Budapest provide a whole range of services from capacitybuild<strong>in</strong>g activities, technical and advisory missions and conferences for the exchange of <strong>in</strong>formationand experience among constituents and with external experts. Also, the Office implements severaltechnical cooperation projects funded by different donors.13

Dabi se ostvario ovaj cilj, ustanovljena su 4 projekta i 8 ciljeva.Projekat 1. Podrška nacionalnim/republičkim telima koja se bave rešavanjem problema u vezi saHIV-om/sidom.Specifični ciljevi: Tematska grupa UN je pružila punu pomoć i podršku osnivanju Republičke komisijeza borbu protiv side, u Srbiji i u kont<strong>in</strong>uitetu pruža sveobuhvatnu podršku njenom radu. Republičkakomisija je osnovana 2002. god<strong>in</strong>e. Osnovani su i Republička koord<strong>in</strong>aciona tela za saradnju saGlobalnim fondom za borbu protiv side, tuberkoloze i malarije (GFATM), zasnovanu na multisektorskompartnerstvu. Tim UN za koord<strong>in</strong>aciju ima predstavnike u ovim telima. UN Tematska grupa jepomogla u pisanju i razvoju predloga, podnetog Globalnom fondu za borbu protiv side, tuberkuloze imalarije. Srpski predlog projekta je odobren u 1. i 6. krugu, dok se za novi srpski predlog projekta, kojije podnet u 8. krugu, još uvek čeka odgovor.Kont<strong>in</strong>uirana pomoć Tematske grupe UN za razvoj republičke strategije za borbu protiv side traje jošod 2002. god<strong>in</strong>e. Strategija za Srbiju usvojena je u prvoj polov<strong>in</strong>i 2005. god<strong>in</strong>e. Tematska grupa UNpodržava rad Republičke komisije za sidu u uspostavljanju sistema za monitor<strong>in</strong>g i evaluaciju borbeprotiv HIV-a/side.Projekat: 2 Razvoj Sistema za monitor<strong>in</strong>g i evaluaciju borbe protiv HIV-a/side.Specifični ciljevi: Tematska grupa UN pruža podršku za razvoj Sistema za monitor<strong>in</strong>g i evaluacijuborbe protiv HIV-a/side i u okviru toga, unapređenju nacionalnog sistema nadzora HIV-a/side/PPI, ucilju uvođenja i primene druge generacije nadzora. Sprovođenje studija ponašanja u određenim mestima(sent<strong>in</strong>el) među odabranim osetljivim grupama ljudi, č<strong>in</strong>iće još jednu komponentu ovog sistema.Prve studije ponašanja i biološke studije realizovane su u 2005. god<strong>in</strong>i.Projekat 3: Nacionalna kampanjaSpecifični cilj A. UNAIDS assisted local activities forthe first time <strong>in</strong> 2004, by allocat<strong>in</strong>g PAF, and <strong>in</strong> 2007 by allocat<strong>in</strong>g PSF.The goal of the UNAIDS TG <strong>in</strong> <strong>Serbia</strong> is to contribute to the development and coord<strong>in</strong>ation of a susta<strong>in</strong>ableand affordable national response to HIV/AIDS challenges, <strong>in</strong> accordance with the efforts of<strong>in</strong>dividual member Agencies. To implement this goal, four specific projects are proposed, focus<strong>in</strong>g on8 specific objectives.20


Project 1. Support to the National/Republican bodies deal<strong>in</strong>g with HIV/AIDS.Specific objective: UNAIDS has provided overall support to the establishment and function<strong>in</strong>g of theNational AIDS Commission (NAC). NAC was established <strong>in</strong> 2002. For the purposes of cooperation withthe Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM), Country Coord<strong>in</strong>ation Mechanismswere also established, based on multisectoral partnership. UN JT on AIDS has representatives <strong>in</strong> thesebodies. The UNAIDS TG assisted <strong>in</strong> the development of the Proposals for HIV/AIDS submitted to theGFATM. The <strong>Serbia</strong>n application has been granted <strong>in</strong> Round 1 and Round 6. In 2008, the UN TG onHIV/AIDS provided support for Round 8 project proposal development, which is still under assessmentby the GFATM Technical Review Panel. Cont<strong>in</strong>uous assistance to the development of the National AIDSStrategy has been provided as of 2002. <strong>Serbia</strong> endorsed the National AIDS Strategy <strong>in</strong> 2005. UNTGis assist<strong>in</strong>g the NAC <strong>in</strong> establish<strong>in</strong>g a System for Monitor<strong>in</strong>g and Evaluation of the National HIV/AIDSResponse.Project 2: Development of the System for Monitor<strong>in</strong>g and Evaluation of the National HIV/AIDS ResponseSpecific Objective : UN TG is provid<strong>in</strong>g assistance to the development of the System for Monitor<strong>in</strong>gand Evaluation of the National HIV/AIDS Response, <strong>in</strong> order to contribute to the improvement of theNational HIV/AIDS/STI surveillance system and to <strong>in</strong>troduce Second Generation Surveillance. The newsystem will have an improved report<strong>in</strong>g and data process<strong>in</strong>g system, merged HIV/AIDS and STIs surveillance,and behavioral sent<strong>in</strong>el studies (BSS) among selected vulnerable groups set <strong>in</strong> place. Reproduktivno zdravlje jednoje od ljudskih prava. Međutim, zdravstveni uslovi iz domena reproduktivnog zdravlja u svetu predstavljajuvodeći uzrok smrtnosti i oboljenja žena u reproduktivnom periodu. Oko 350 miliona parovanije u mogućnosti da planira zasnivanje porodice ili vremenski razmak između rađanja dece. UNFPApromoviše holistički pristup reproduktivnoj zdravstvenoj zaštiti, što podrazumeva:• mogućnost pristupa tačnim <strong>in</strong>formacijama, niz bezbednih i dostupnih metoda kontracepcije isavetovanje o osetljivim temama;• obezbeđivanje kvalitetne akušerske i postporođajne nege dostupne svim trudnicama;• prevenciju i savetovanje o polno prenosivim <strong>in</strong>fekcijama, uključujući i o virusu HIV.Investiranjem u reproduktivno zdravlje ostvaruju se mogućnosti za spasavanje života, unapređenjekvaliteta života, usporavanje širenja virusa HIV-a, kao i za ostvarivanje ravnopravnosti polova. A u odnosu na jednu ženu koja umre, 20 žena ima ozbiljna oštećenja usledpovreda nanetih tokom porođaja.Strategija UNFPA za sprečavanje smrtnosti majki obuhvata sledeće ciljeve:• planiranje porodice u cilju smanjenja broja neželjenih trudnoća;• stručnu negu prilikom porođaja; i• pravovremenu negu za sve porodilje koje imaju komplikacije tokom porođaja.UNFPA, na mnogim nivoima, promoviše pravo majki na bezbedan porođaj.Pomoć adolescentima i omlad<strong>in</strong>iPolov<strong>in</strong>a sveta – oko tri milijarde ljudi – ima manje od 25 god<strong>in</strong>a. Zahvaljujući regionalnom procesu povratka u BiH i Hrvatsku, lokalnoj <strong>in</strong>tegraciji u zemlji kaoi programa preseljenja izbeglica u treće zemlje broj izbeglica smanjen je za 80% i danas ih u Srbijiboravi oko 97,000.Mandat UNHCR za <strong>in</strong>terno raseljena lica (IRL) proizlazi iz zahteva, koji je Generalni sekretar uputioagenciji 1991. god<strong>in</strong>e, da pomogne osobama koje su raseljene usled sukoba na teritoriji prethodneJugoslavije. Rezolucija 1244 Saveta bezbednosti UN def<strong>in</strong>iše odgovornost UNHCR za praćenje pro cesapovratka. Nakon sukoba u proleće 1999. god<strong>in</strong>e, Vlada je uputila molbu UNHCR u Srbiji (i Crnoj Gori)da proširi svoj mandat u zemlji i na 223.353 <strong>in</strong>terno raseljenih lica sa Kosova. S obzirom na nestabilnubezbednosnu situaciju na Kosovu, ograničenu slobodu kretanja i neadekvatne uslove za održivure<strong>in</strong>tegraciju, UNHCR promoviše pravo na povratak, pomaže <strong>in</strong>dividualni povratak onih lica koji se zato opredele, pruža pomoć i pravnu zaštitu najugroženijim kategorijama IRL, i Romima, preko svojihizvršnih partnera. Prema procenama, u Srbiji 2008. god<strong>in</strong>e boravi 206.000 <strong>in</strong>terno raseljenih lica.UNHCR nastavlja da sprovodi i aktivnosti u okviru svog osnovnog mandata. Nakon stupanja na snaguZakona o azilu Republike Srbije 1. aprila 2008. god<strong>in</strong>e, i prenošenja nadležnosti za postupak utvrđivanjaizbegličkog statusa na državne organe, UNHCR nastavlja da sarađuje i pomaže vlastima u uspostavljanjupredviđenog <strong>in</strong>stitucionalnog okvira. Istovremeno, Agencija je sredstvima Evropske unijepo mogla rekonstrukciju i opremanje prihvatnog centra za tražioce azila u Banji Koviljači koji je otvoren1. novembra 2007. god<strong>in</strong>e i u kome trenutno boravi 76 tražilaca azila iz trećih zemalja. Agencijanastavlja da pruža svu potrebnu pomoć vlastima u njihovim nastojanjima da ispune međunarodne iregionalne pravne standarde koji se odnose na izbeglice i tražioce azila. Uz to, UNHCR procenjuje dabroj de facto lica bez državljanstva u Srbiji prelazi 17.000, među kojima je najviše Roma bez ličnih38


dokumenata. Prema tome, Agencija će nastaviti da radi na punoj civilnoj registraciji svih gradjana, dase zalaže za pristupanje Srbije Konvenciji o smanjenju broja lica bez državljanstva iz 1961. god<strong>in</strong>e, kaoi da traži nač<strong>in</strong> da kvantifikuje ovu pojavu.39

The UNSC Resolution 1244 stipulates UN-HCR’s role as supervis<strong>in</strong>g the return process. Bili su prisutni i predstavici UNICEF-a, UNDP-a, UN Kancelarije uBeogradu, UNFPA, Svetske banke, Saveta Evrope, Evropskog centra za kontrolu i prevenciju zaraznihbolesti, Evropske komisije, i OECD-a, kao i predstavnici nevlad<strong>in</strong>ih organizacija.Raspravljalo se o sledećim temama:• zdravstvena radna snaga u evropskom regionu SZO;• praćenje ispunjavanja obaveza preuzetih na M<strong>in</strong>istarskoj konferenciji o gojaznosti, uključujući idrugi Evropski akcioni plan za politiku hrane i ishrane, i• napredak u ostvarivanju Milenijumskih ciljeva razvoja u evropskom regionu SZO, sa fokusom naulogu koju u oblasti zdravlja majke i deteta mogu da imaju ojačani zdravstveni sistemiObraćanje generalnog direktora SZO delegatima 57. zasedanja Regionalnog komitetaDr Margaret Čen, generalna direktorka Svetske zdravstvene organizacije je u svom obraćanju delegatimapodsetila na uslove koji su u evropskom regionu vladali 1980-ih god<strong>in</strong>a, kada je evropski regionpokazao liderstvo u pogledu rešavanja globalnih zdravstvenih problema koji su tada postali aktuelni.Regionalna kancelarija SZO za Evropu je imala pionirski zadatak u oblasti zdravlja i životne sred<strong>in</strong>ekoristeći multisektorski pristup, predvodila je rad na prevenciji hroničnih masovnih nezaraznih bolesti ipromociji zdravlja, predvidela starenje stanovništva, a sva ova pitanja su postala značajna na svetskojzdravstvenoj sceni u prvoj deceniji 21. veka. Uz to je evropski region prednjačio u radu na reformi f<strong>in</strong>-56


ansiranja zdravstvenog sistema, i identifikaciji potrebe za jačanje zdravstvenih sistema. Multisektorskipristup je sada u srcu Milenijumskih ciljeva razvoja, koji se bave iskorenjivanjem siromaštva, a zdravljeje prepoznato kao ključni pokretač ekonomskog napretka.Obraćanje dr Marka Dancona, Regionalnog direktora SZO za Evropu – izveštaj o aktivnostimaSZO u Evropskom regionu„Dokument Regionalnog komiteta SZO za Evropu o Milenijumskim ciljevima razvoja posebno naglašavazdravlje majke i deteta i mortalitet majki i dece. U Evropi i u svetu su apsolutno neophodni zdravstvenisistemi koji dobro funkcionišu, kako bi se ovi ciljevi postigli; nedovoljni kapaciteti zdravstvenih sistemada dosegnu siromašne, predstavljaće nepremostivu prepreku u dostizanju MCR koji se odnose nazdravlje, a i sada je najmanje verovatno da će ovi ciljevi biti dostignuti u predviđenom roku. Rad SZOu jugoistočnoj Evropi se fokusirao na mir, ljudska prava i zdravlje. SZO, Savet Evrope i određeni brojzemalja su počeli projekte pod okriljem Pakta za stabilnost Evrope kako bi izgradili mir u regionu krozzajedničke programme javnog zdravlja....Regionalna kancelarija SZO za Evropu nastavlja da poboljšava usluge koje pruža u 53 zemlje Evropskogregiona SZO, što je uključilo i dalji razvoj nacionalnih kancelarija SZO. Posebno su značajnadostignuća u 4 oblasti: zarazne i nezarazne bolesti, jačanje zdravstvenih sistema i životna sred<strong>in</strong>a izdravlje. Regionalna kancelarija SZO za Evropu je organizovala drugu Evropsku nedelju imunizacije,u kojoj je učestvovalo 25 zemalja (Srbija je učestvovala i 2006. i 2007); a održan je i sastanak 44nacionalna koord<strong>in</strong>atora za suzbijanje morbila i rubeole; SZO pruža podršku zemljama članicama uplaniranju aktivnosti u slučaju pandemije izazvane virusom ptičjeg gripa i planira da održi m<strong>in</strong>istarskiforum ’Svi protiv tuberkuloze‘ (oktobar, 2007, Berl<strong>in</strong>) i nastavlja da radi na povećanju dostupnosti prevencijei lečenja <strong>in</strong>ficiranih HIV-om/sidom. Direktna podrška je pružena brojnim zemljama (uključujućiSrbiju) da primene Evropsku strategiju za prevenciju i kontrolu nezaraznih bolesti. Direktnu podršku zapoboljšanje prevencije raka grlića materice su dobile 44 zemlje.Regionalna kancelarija SZO za Evropu je podržala 25 zemalja u Evropskom regionu, u naporimada smanje nejednakosti u zdravstvenim sistemima i unapređenje zdravstvene politike i upravljanjazdravstvenim sistemima ili u procesu restrukturisanja m<strong>in</strong>istarstva zdravlja. Evropski izveštaj o zdravstvenojbezbednosti je pripremljen, a u toku su pripreme za održavanje m<strong>in</strong>istarske konferencije ozdravstvenim sistemima koja će se održati u Estoniji, 2008.“Obraćanje Nj. E. Borisa Tadića, Predsednika Srbije – delegatima 57. zasedanja Regionalnogkomiteta SZO za EvropuPredsednik Srbije, g-d<strong>in</strong> Boris Tadić, obratio se delegatima 57. zasedanja regionalnog komiteta SZOza Evropu u toku drugog dana zasedanja. Predsednik je izrazio zadovoljstvo što ima priliku da izrazisvoju zahvalnost za rad i rezultate koji je SZO ostvarila od 1948, u ostvarivanju zdravstvenih ciljeva zastanovništvo kroz napore da se kreira zdravstvena politika, jačaju zdravstveni sistemi i u borbi protivbolesti. On je naglasio da je svet svedok ogromnog napretka koji ima uticaj na čitavo čovečanstvo, ida je, iako je tehnologija postala <strong>in</strong>tegralni deo svakodnevog života, imperativ za sve zemlje da uložezajedničke napore kako bi se prevazišli negativni efekti tako brzih promena, a ostvarila maksimalnadobrobit. Predviđanje budućeg razvoja, naročito u pogledu novih tehnologija je bio veoma važan zadatak.Uspostavljanje veza i <strong>in</strong>tegrisan rad bili su ključni za to. Predsednik Tadić je naglasio da SZO pružaprimer svojom voljom da rešava globalne probleme zajedno sa vladama i drugim agencijama i partnerima.Pažljivo planiranje je bilo od kritičnog značaja za savladavanje značajnih izazova. Svi učesniciimaju svoju ulogu, a Srbija će dati svoj dopr<strong>in</strong>os gde god bude mogla. Srbija je pažljivo pratila naučnadostignuća koja utiču na zdravlje, i ponosna je što je dala dopr<strong>in</strong>os naučnom saznanju koje unapređuječovečanstvo, uz pomoć SZO i kao deo svetske mreže stručnjaka. She recalled conditions<strong>in</strong> the European Region <strong>in</strong> the 1980s and the Region’s leadership <strong>in</strong> provid<strong>in</strong>g guidance on emerg<strong>in</strong>ghealth problems. The European Regional Office of WHO pioneered work on the environment andhealth and us<strong>in</strong>g multisectoral approaches, led work on prevention of chronic diseases and promotionof health, predicted demographic age<strong>in</strong>g which became burn<strong>in</strong>g issues worldwide <strong>in</strong> the first decadeof the 21st century, as has health f<strong>in</strong>anc<strong>in</strong>g and the need to strengthen health systems. Multisectoralapproaches are now at the heart of the Millennium Development Goals (MDGs), which attack the rootcauses of poverty and champion health as the key driver of economic progress.Address by Dr Marc Danzon, Regional Director of WHO Europe – report on WHOactivities <strong>in</strong> the European RegionThe WHO Europe Regional Committee document on the MDGs particularly emphasized maternal andchild mortality. In Europe and globally, well-function<strong>in</strong>g health systems were absolutely necessary toachieve these goals; the <strong>in</strong>sufficient capacity of health systems to reach the poor would be an <strong>in</strong>surmountablebarrier to achiev<strong>in</strong>g the health related MDGs, which were the least likely to be met. <strong>in</strong> south-eastern Europe focused on peace, human rights and health. WHO, the Council of Europe andseveral countries had started a programme under the Stability Pact of Europe to build peace <strong>in</strong> theregion through shared public health programs.The WHO Regional Office for Europe has cont<strong>in</strong>ued to try to improve its services to the 53 countries <strong>in</strong>the WHO European Region, which <strong>in</strong>cludes further develop<strong>in</strong>g its country offices. Especially importantachievements are <strong>in</strong> four areas: communicable and noncommunicable diseases, strengthen<strong>in</strong>g healthsystems and the environment and health. The WHO Regional office for Europe has organized the secondEuropean Immunization Week, with 25 participat<strong>in</strong>g countries (<strong>Serbia</strong> participated <strong>in</strong> 2006 and<strong>in</strong> 2007); a meet<strong>in</strong>g with 44 national counterparts on measles and rubella control was held; MembersStates are supported <strong>in</strong> plann<strong>in</strong>g for a possible avian <strong>in</strong>fluenza pandemic and plans to hold a M<strong>in</strong>isterialForum “All Aga<strong>in</strong>st Tuberculosis” (October, 2007, Berl<strong>in</strong>) and cont<strong>in</strong>ues to work for better accessto prevention and treatment for HIV/AIDS. Direct support is provided to numerous countries (<strong>in</strong>clud<strong>in</strong>g<strong>Serbia</strong>) to implement the European Strategy for the Prevention and Control of noncommunicable diseasesand direct support was provided to 44 countries to improve prevention of cervical cancer.The Regional office supported 25 countries <strong>in</strong> the European Region, <strong>in</strong> their work to reduce <strong>in</strong>equalities<strong>in</strong> health systems and was help<strong>in</strong>g countries to improve policies on and management of healthsystems or to restructure their health m<strong>in</strong>istries. A European Report on Health and Security is preparedand <strong>in</strong> preparation is a M<strong>in</strong>isterial Conference on Health systems to be held <strong>in</strong> Estonia, 2008.Address to RC57 delegates, by H.E. Boris Tadić, President of <strong>Serbia</strong>The President of <strong>Serbia</strong> addressed the RC57 delegates on the 2nd day of the session. The Presidentwas pleased to have an opportunity to express his appreciation of the work WHO has done s<strong>in</strong>ce1948 to ensure health ga<strong>in</strong>s for populations, through its efforts to shape health policies, strengthenhealth systems, and combat and prevent diseases. He emphasized that as the world had witnessedtremendous progress over the past years, affect<strong>in</strong>g all human k<strong>in</strong>d, and whilst technology had becomean <strong>in</strong>tegral part of daily life, it is an imperative for countries to work together to overcome thenegative effects of such rapid changes and maximize the positive. Foresee<strong>in</strong>g future developments,especially with regard to new technologies, was an important task. Establish<strong>in</strong>g l<strong>in</strong>ks and work<strong>in</strong>g <strong>in</strong>an <strong>in</strong>tegrated way were essential. President Tadić said that WHO exemplified the will to resolve globalissues together with governments and other agencies and partners. Careful plann<strong>in</strong>g was critical totackl<strong>in</strong>g the major challenges ahead.
