Popis poljoprivrede 2010 Agricultural Census 2010INTRODUCTIONThis publication describes types of agricultural holdings. For the purposes of easier analysis ofstructural characteristics and economic results of agricultural holdings, there was performed theclassification of agricultural holdings by type of agricultural production (farming) and economic size.Types of agricultural production and economic size of agricultural holdings, both these elements arebased on Standard Output of different types of agricultural production.As the basis for harmonisation with the EU standards, new legal frameworks referred to the Census ofAgriculture 2010 were used: Regulation (EC) No 1166/2008 of the European Parliament, of theCouncil on farm structure surveys and the survey on agricultural production methods and repealingCouncil Regulation (EEC) No 571/88, and the survey on agricultural production methods andrepealing Council Regulation (EEC) No 571/88; Regulation (EC) No 1242/2008 of 8 December 2008establishing a Community typology for agricultural holdings; Handbook on implementing FSS andSAPM definitions; Typology Handbook; and FAO Recommendations for Census of Agriculture 2010.Since 1985, the Typology of the agricultural holdings was based on calculating Standard GrossMargins (SGM) including the gross output, subsidies, and specific costs. In the meantime, theCommon Agricultural Policy has drastically changed, and the majority of the direct payments havebeen decoupled. Due to this decoupling of direct payments since 2005, it was not possible to maintainthe previous typology based on SGM, because a SGM without subsidies could be negative, andtherefore a new typology (Typology Handbook) has been established based on Standard Output (SO)coefficient calculated. Main innovations in the Typology are: use of the SO instead of the SGM;expression of the economic size of holding directly in Euro, etc.Through the IPA 2008 Multi-Beneficiary Programme on Statistical Cooperation (Project 8-Transmission of Results from Farm Sructure Survey to Eurostat), Statistical Office of Montenegro -MONSTAT has calculated in cooperation with the Biotechnical Faculty colleagues the SO 2007coefficient, and submitted it to Eurostat in accordance with the Typology Handbook RI/CC 1500 rev 3.The SO value is the average SO value for five consecutive years, i.e. 2005, 2006, 2007, 2008, and2009, calculated in Euro for every year respectively. The aim of this project was to make the requestfor transmission of structural data from census of agriculture in Eurostat database understandable toparticipating countries, as well as to make the request for SO coefficient transmission to Eurostatunderstandable to participating countries. The project was regional one. Montenegro, i.e. MONSTAThas achieved expected objective, and SO 2007 coefficient and Methodological report with details ondata sources used for SO coefficient calculation and details on calculation methods were provided toEurostat. MONSTAT also provides transmission tables for the data transmission from the Census ofAgriculture database to Eurofarm database to be assessed by experts. The transmission tables are inaccordance with the EU document CPSA/SB/665, rev. 6 Eurofarm Manual for Data Suppliers FarmStructure Survey 2010 and Survey on Agricultural Production Methods. There is a plan for theagricultural data to be provided to Eurostat in the first half of 2012.Currently, this publication, as well as previous four publications, is the presentation of Census ofAgriculture results for the national needs. Eurostat will do the Typology after the data transmissionfrom our database to Eurofarm database.The typology of holdings is done by the approach that homogenous groups of agricultural holdings arecovered in larger or smaller aggregation levels based on the SO coefficients of all agriculturalproducts.Zavod za statistiku Crne Gore 8 Statistical Office of Montenegro
