SUMMARYSTUDY AND DESIGN OF THE ARMED FORCES EDUCATION SYSTEM IN THEREPUBLIC OF SLOVENIADue to the specific defence and security environment and NATO membership as well asthe <strong>in</strong>creas<strong>in</strong>gly close cooperation with European defence organisations, the defencesystem of the Republic of Slovenia has adjusted its way of provid<strong>in</strong>g defence security.Along with the changes to defence security, the adjustments must also be made to theeducation system <strong>in</strong> the armed forces of the Republic of Slovenia. Grow<strong>in</strong>g importance isassigned to the personnel function, which plans and implements personnel policy, therebyact<strong>in</strong>g as the ma<strong>in</strong> designer of a quality education system. The fundamental entity of theoperation of a defence system is always top-educated, tra<strong>in</strong>ed, qualified and motivatedpersonnel, <strong>in</strong>cluded <strong>in</strong> the labour market to perform demand<strong>in</strong>g tasks.An adequately designed armed forces education system and thereby well-tra<strong>in</strong>edmanag<strong>in</strong>g personnel and implemented personnel processes will enable professionalhuman resource management. The personnel system based on such foundations will beable to propose measures on the basis of analysis. It will design solutions to the problemsoccurred, adopt a system of values, and the level of standards for the operation to enablethe formation of its own culture. This will form the basis for the performance of theorganisation, but ma<strong>in</strong>ly its ability to employ, develop and preserve people with highcapacity. These people are decisive factors, or facilitators, and thereby the motivation forthe development and preservation of a successful organisation.The M<strong>in</strong>istry of Defence and the Slovenian Armed Forces should be formed <strong>in</strong> a way thatthey can swiftly change structure and consequently make quick decisions based on theperformance, technology and changes <strong>in</strong> the society. This will provide them with thesocial power necessary for the formation of rules, <strong>in</strong>structions and discipl<strong>in</strong>es essential forthe operation and the achievement of good results <strong>in</strong> <strong>in</strong>ternal environment as well astrustworth<strong>in</strong>ess and credibility <strong>in</strong> the external environment. It will also determ<strong>in</strong>e theircorrelations. The entire work should be based on quality data, timely approach, analysisas well as measures and surveillance deriv<strong>in</strong>g thereof.I claim that the structur<strong>in</strong>g of a defence system that would consider these facts wouldmake Slovenia comparable to more developed countries. It would also enable a moresuccessful performance with<strong>in</strong> NATO, and closer cooperation with European defenceorganisations.
