POGLAVLJE 13 CHAPTERPromjena namjene nestambenog prostora u nove stanove jesugraevinski radovi kojima se postojei prostor u zgradi (npr.tavanski ili podrumski prostor koji do tada nije bio ureen zastanovanje, garaže, prostor u kojem se obavljala nekaproizvodna ili uslužna djelatnost) pretvara u jedan ili višestanova.Ostale promjene namjene prostora u zgradama jesu graevinskiradovi kojima postojei prostor u zgradi (npr. stan, tavanski ilipodrumski prostor koji do tada nije bio ureen za poslovnesvrhe, garaže itd.) mijenja namjenu u poslovni prostor, ili seizvode radovi kojima se postojei poslovni prostor prilogoavaza drugu poslovnu namjenu.Poboljšanja postojeih objekata jesu graevinski radovi kojimase bitno poboljšava upotrebna vrijednost objekata(npr.kapacitet) i produžava ili se barem obnavlja njeno trajanje.U takve radove spadaju:Proširenje objekta jesu graevinski radovi kojima se proširujupostojee graevine, npr. dogradnja soba ili pomonih prostorijau postojeim stanovima ili poslovnim prostorijama, proširenjesaobraajnica radi vee propusne moi, zamjene postojeihcjevovoda i vodovoda koji imaju vei kapacitet i slino.Rekonstrukcija, adaptacija i modernizacija jesu graevinskiradovi kojima se bitno poboljšavaju kvalitet, funkcija, kapacitet itrajanje postojeih objekata.Zamjene bitnih dotrajalih dijelova objekata jesu graevinskiradovi kojima se potpuno zamjenjuju dotrajali ili zbog raznihnepogoda uništeni bitni dijelovi objekta.Redovno održavanje i velike popravke jesu graevinski radovikoji se povremeno obavljaju radi održavanja objekata uupotrebnom stanju.Stan je svaka graevinski povezana cjelina namijenjena zastanovanje, koja se sastoji od jedne ili više soba saodgovarajuim pomonim prostorijama (kuhinja, kupatilo,predsoblje, ostava, nužnik i sl.) ili bez pomonih prostorija i imajedan ili više posebnih ulaza. Stan koji su u vrijeme popisakoristila dva ili više domainstava, a nije graevinski prepravljen(adaptiran) u dva ili više posebnih stanova, popisan je kao jedanstan.Vrsta stana odreena je prema broju soba u stanu. Soba jeprostorija za stanovanje, koja je od drugih prostorija stanaodvojena stalnim zidovima ima direktnu dnevnu svjetlost, i ijapovršina poda iznosi najmanje 6m².Garsonjera je stan koji ima jednu sobu, kupatilo i predsoblje samalom, tzv. ajnom kuhinjom (manjom od 4m² ) ili bez nje.Jednosoban stan može da ima jednu sobu sa kuhinjom i drugimpomonim prostorijama, ili jednu sobu bez kuhinje, ali sa drugimpomonim prostorijama.Dvosobni, trosobni, etvorosobni i višesobni stan ima dvije, tri,etiri i više soba sa pomonim prostorijama ili bez njih. Pri tome,ovakav stan ne mora da ima kuhinju.Površina stana je korisna podna površina stana, mjerena unutarzidova stana.Stambeni fondIzvori i metodi prikupljanja podatakaPodaci o stambenom fondu 31.03.1961. godine formirani su nabazi popisa poljoprivrednih gazdinstava maja 1960, popisastanova aprila 1961, u naseljima pretežno gradskog karaktera,i stambene izgradnje na selu u periodu od maja 1960. do aprila1961. godine. Podaci o stambenom fondu 31.03.1971.,31.03.1981. i 31.03.1991. prikupljeni su popisima stanovništva istanova koji su tada sprovedeni. Posljednjim popisomstanovništva, domainstava i stanova 2003. godine dobijeni supodaci o stambenom fondu na teritoriji Crne Gore. Podaci ostambenom fondu krajem godine izraunavaju se na osnovurezultata popisa i podataka o završenim i porušenim stanovimau toku godine.Changing of the purpose of non-residential space into newapartments refers to transformation of the existing non-residentialspace in the building (attic or cellar space that has never beenarranged as living space before, garages, space wheremanufacture or service activity were performed) into one or moreapartments.Other changes of the building space purpose refer totransformation of existing building space (apartment, attic or cellarspace that has never been intended for business premises,garages etc) into business space, or space with other purposes.Improvements of existing objects - are <strong>construction</strong> works onimproving or prolonging the usability of the buildings (capacity).Those are the following works:Construction extensions. Construction works extending the existing<strong>construction</strong>s, for example, adding new rooms or auxiliarypremises in existing apartments or offices, enlargement of trafficarteries for the purpose of capacity increasing, changing existingpipelines or waterworks to increase their capacity, etc.Re<strong>construction</strong>, adaptation and modernization are <strong>construction</strong>works on improving of quality, functions, capacity and lifetime ofthe existing objects.Replacement of essential dilapidated parts refers to <strong>construction</strong>works on complete replacement of essential parts dilapidated ordestroyed due to different causes.Regular maintenance and major repairs. Construction worksperiodically performed to ensure normal use of a building.Dwelling is any residential <strong>construction</strong> unit intended for habitation,consisting of one or more rooms with necessary auxiliary spaces(such as: kitchen, bathroom, lobby, pantry, toilet, etc.) or withoutauxiliary spaces and with one or more separate entries. A dwelling,shared at the time of census by two or more households and nottransformed into two or more separate dwellings, was consideredand recorded as one dwelling.Type of dwelling is determined according to number of rooms. Aroom is a space intended for habitation and enclosed by wallshaving direct daylight and at least 6 square meters of floor area.Studio apartment is one-room dwelling with a bathroom and lobbywith a small "kitchenette" (less than 4m2) or without it.One-room dwelling may consist of one room with kitchen and otherauxiliary spaces or one room without kitchen, but with otherauxiliary spaces.Two, three, four and more rooms dwelling consists of two, three ormore rooms with or without auxiliary spaces. In such a dwelling,the kitchen is not necessary.Dwelling area refers to a useful floor space measured betweeninner walls.Housing stockSources and methods of data collectionData on housing stock of 31st March 1961 were compiled on thebasis of the Agricultural Census carried out in May 1960,Population and Housing Census in April 1961, in mainly urbansettlements, and housing <strong>construction</strong> in villages from May 1960until April 1961. Data on housing stock on 31st March 1971, 31stMarch 1981, and 31st March 1991 were obtained throughPopulation and Housing Censuses. The latest housing stock dataare based on the Population, Households and Dwellings Censuscarried out in 2003.
