POGLAVLJE 13 CHAPTERGRAEVINARSTVOCONSTRUCTIONIzvori i metodi prikupljanja podatakaPodaci su prikupljeni u slijedeim istraživanjima: Godišnjiizvještaj o graevinskim radovima (Gra-11), Godišnji izvještaj ozgradama graenim u organizaciji individualnih vlasnika (Gra-11), Godišnji izvještaj o potrošnji graevinskog i pogonskogmaterijala (Gra-13), Godišnji izvještaj o porušenoj zgradi sastanovima i adaptaciji stambenog prostora (Gra-71), Kvartalniizvještaj o cijenama stanova novogradnje (Gra-41).ObuhvatnostGodišnjim izvještajem o graevinskim radovima obuhvaeni sugraevinski radovi koje su u izvještajnoj godini izvodilapreduzea razvrstana u graevinsku djelatnost u sektor F -Graevinarstvo, pravna lica koja nijesu razvrstana ugraevinsku djelatnost, ali imaju jedinice u sastavu kojeobavljaju graevinske radove, kao i radove na zgradamagraenim u režiji individualnih vlasnika. Vrijednost graevinskihradova obuhvata sav ugraeni graevinski materijal i utrošenirad. Podaci o vrijednosti izvedenih radova odnose se na radoveizvedene u izvještajnoj godini na završenim i nezavršenimobjektima. Vrijednost radova koje su izvodili izvoai – pravnalica data je na bazi godišnjih obraunskih situacija, dok jevrijednost radova u organizaciji individualnih vlasnika data naosnovu dokumentacije ili je procijenjena. Izvedeni radovi nagraevinskim objektima prikazani su prema teritoriji na kojoj seobjekti nalaze, a ne prema teritoriji sjedišta izvoaa radova.Godišnjim izvještajem o potrošnji graevinskog i pogonskogmaterijala obuhvaen je graevinski i pogonski materijal koji sviizvoai graevinskih radova (graevinska i negraevinskapreduzea) koriste za gradnju objekata, za održavanje, remont ipogon mašinskog i voznog parka, za ogrijev, kancelarijski iostali pomoni materijal.Godišnjim izvještajem o porušenoj zgradi sa stanovima iadaptaciji stambenog prostora obuhvataju se porušene zgradesa stanovima, kao i zgrade u kojima je jedan ili više stanovaadaptirano u nestambeni prostor, a izvještajne jedinice sunadležni organi uprave, kao i sva preduzea koja raspolažudokumentacijom o rušenjima. Rezultati obrade podataka ovogistraživanja koriste se za bilansiranje stambenog fonda uperiodu izmeu dva popisa.Polugodišnjim izvještajem o cijenama stanova novogradnjeobuhvataju se novoizgraeni prodati stanovi, odnosno stanoviza koje je zakljuen ugovor o kupoprodaji.DefinicijeDefinicije vezane za graevinske radove iste su za sve godineza koje se objavljuju podaci.Pod pojmom graevine podrazumijevaju se konstrukcijepovezane sa tlom, svaka podzemna i nadzemna gradnja, kao ivodogradnja, za koje se obavljaju graevinski radovi, anapravljene su od graevinskih materijala, gotovih proizvoda idijelova za ugradnju.Novogradnja je izgradnja novog objekta na mjestu gdje nije bilonikakvog objekta, ili je objekat postojao, ali je uklonjen.Dogradnja i nadogradnja jesu graevinski radovi kojima sedobijaju nove upotrebne cjeline uz postojee objekte ili napostojeim objektima.Obnavljanje starih, urušenih, napuštenih zgrada jesugraevinski radovi kojima se najmanje jedan stan ili drugiprostori u zgradi potpuno obnavljaju, uz korišenje bitnih djelovapostojee konstrukcije, spoljnih sauvanih proelja zgrada itd,iako su unutrašnje tavanske i zidne pregrade potpuno urušene.Sources and methods of data collectionData are collected through the following surveys: Annual report on<strong>construction</strong> works (Gra-11), Annual report on buildings built byindividual owners (Gra-11a), Annual report on consumption offuel and building materials (Gra-13), Annual report on apartmentbuildings torn down and dwellings adaptation (Gra-71) andQuarterly report on prices of newly built dwellings (Gra-41).CoverageAnnual report on <strong>construction</strong> works covers all works performedduring the reference year by enterprises classified into sector F-Construction (national Classification of Activities): legal entities notclassified into <strong>construction</strong> activity but whose local units perform<strong>construction</strong> activities as well as works on buildings built byindividual owners. Value of works covers all used building materialand workloads. Data on value of works done relate to worksperformed during reference year on finished and unfinished<strong>construction</strong>s. Value of works performed by contractors’ - legalentities is given on the basis of annual compilations, while thevalue of works performed by individuals is based on availabledocumentation or estimation. Works performed on <strong>construction</strong>sare shown according to the <strong>construction</strong> sites, and not by thecontractor’s main office.Annual report on consumption of fuel and building materials coversmaterial and energy resources used by all contractors(<strong>construction</strong> and non-<strong>construction</strong> enterprises) for <strong>construction</strong> ofobjects, maintenance, repair and operation of machinery andmotor pool, heating, as well as for stationery and other supplies.Annual report on apartment buildings torn down and dwellingsadaptation covers apartment buildings torn down as well asbuildings with one or more apartments transformed into nonhousingarea. Reporting units are competent administrative bodiesas well as all enterprises with documentation on torn downbuildings. Survey results of data processing are used for balancingthe housing stock data during intercensual period.Semi-annual report on prices of newly built dwellings covers newlyconstructed sold dwellings that are dwellings for which salescontracts have been signed.DefinitionsDefinitions of <strong>construction</strong> works refer to all years for which dataare published.Buildings refer to <strong>construction</strong>s connected with the ground, anyunderground and over ground <strong>construction</strong>s, as well as hydrotechnicalstructure (water-works), which requires <strong>construction</strong>works and is made of building material, finished products andparts.New <strong>construction</strong> is <strong>construction</strong> of a new building on the groundwhere no building existed before or had existed but was removed.Annex and addition (Extensions and additional <strong>construction</strong>) are<strong>construction</strong> works carried out on an already existing building withthe purpose of extending the usable space next to, or on existingobjects.Re<strong>construction</strong> of old, ruined, abandoned buildings refer torenovation of at least one apartment or other spaces in the buildingusing essential parts of existing <strong>construction</strong>, outer walls of thebuilding etc., although internal attic and wall partitions may betotally demolished.Statistiki godišnjak Crne Gore 2011 137 Statistical Yearbook of Montenegro 2011


POGLAVLJE 13 CHAPTERPromjena namjene nestambenog prostora u nove stanove jesugraevinski radovi kojima se postojei prostor u zgradi (npr.tavanski ili podrumski prostor koji do tada nije bio ureen zastanovanje, garaže, prostor u kojem se obavljala nekaproizvodna ili uslužna djelatnost) pretvara u jedan ili višestanova.Ostale promjene namjene prostora u zgradama jesu graevinskiradovi kojima postojei prostor u zgradi (npr. stan, tavanski ilipodrumski prostor koji do tada nije bio ureen za poslovnesvrhe, garaže itd.) mijenja namjenu u poslovni prostor, ili seizvode radovi kojima se postojei poslovni prostor prilogoavaza drugu poslovnu namjenu.Poboljšanja postojeih objekata jesu graevinski radovi kojimase bitno poboljšava upotrebna vrijednost objekata(npr.kapacitet) i produžava ili se barem obnavlja njeno trajanje.U takve radove spadaju:Proširenje objekta jesu graevinski radovi kojima se proširujupostojee graevine, npr. dogradnja soba ili pomonih prostorijau postojeim stanovima ili poslovnim prostorijama, proširenjesaobraajnica radi vee propusne moi, zamjene postojeihcjevovoda i vodovoda koji imaju vei kapacitet i slino.Rekonstrukcija, adaptacija i modernizacija jesu graevinskiradovi kojima se bitno poboljšavaju kvalitet, funkcija, kapacitet itrajanje postojeih objekata.Zamjene bitnih dotrajalih dijelova objekata jesu graevinskiradovi kojima se potpuno zamjenjuju dotrajali ili zbog raznihnepogoda uništeni bitni dijelovi objekta.Redovno održavanje i velike popravke jesu graevinski radovikoji se povremeno obavljaju radi održavanja objekata uupotrebnom stanju.Stan je svaka graevinski povezana cjelina namijenjena zastanovanje, koja se sastoji od jedne ili više soba saodgovarajuim pomonim prostorijama (kuhinja, kupatilo,predsoblje, ostava, nužnik i sl.) ili bez pomonih prostorija i imajedan ili više posebnih ulaza. Stan koji su u vrijeme popisakoristila dva ili više domainstava, a nije graevinski prepravljen(adaptiran) u dva ili više posebnih stanova, popisan je kao jedanstan.Vrsta stana odreena je prema broju soba u stanu. Soba jeprostorija za stanovanje, koja je od drugih prostorija stanaodvojena stalnim zidovima ima direktnu dnevnu svjetlost, i ijapovršina poda iznosi najmanje 6m².Garsonjera je stan koji ima jednu sobu, kupatilo i predsoblje samalom, tzv. ajnom kuhinjom (manjom od 4m² ) ili bez nje.Jednosoban stan može da ima jednu sobu sa kuhinjom i drugimpomonim prostorijama, ili jednu sobu bez kuhinje, ali sa drugimpomonim prostorijama.Dvosobni, trosobni, etvorosobni i višesobni stan ima dvije, tri,etiri i više soba sa pomonim prostorijama ili bez njih. Pri tome,ovakav stan ne mora da ima kuhinju.Površina stana je korisna podna površina stana, mjerena unutarzidova stana.Stambeni fondIzvori i metodi prikupljanja podatakaPodaci o stambenom fondu 31.03.1961. godine formirani su nabazi popisa poljoprivrednih gazdinstava maja 1960, popisastanova aprila 1961, u naseljima pretežno gradskog karaktera,i stambene izgradnje na selu u periodu od maja 1960. do aprila1961. godine. Podaci o stambenom fondu 31.03.1971.,31.03.1981. i 31.03.1991. prikupljeni su popisima stanovništva istanova koji su tada sprovedeni. Posljednjim popisomstanovništva, domainstava i stanova 2003. godine dobijeni supodaci o stambenom fondu na teritoriji Crne Gore. Podaci ostambenom fondu krajem godine izraunavaju se na osnovurezultata popisa i podataka o završenim i porušenim stanovimau toku godine.Changing of the purpose of non-residential space into newapartments refers to transformation of the existing non-residentialspace in the building (attic or cellar space that has never beenarranged as living space before, garages, space wheremanufacture or service activity were performed) into one or moreapartments.Other changes of the building space purpose refer totransformation of existing building space (apartment, attic or cellarspace that has never been intended for business premises,garages etc) into business space, or space with other purposes.Improvements of existing objects - are <strong>construction</strong> works onimproving or prolonging the usability of the buildings (capacity).Those are the following works:Construction extensions. Construction works extending the existing<strong>construction</strong>s, for example, adding new rooms or auxiliarypremises in existing apartments or offices, enlargement of trafficarteries for the purpose of capacity increasing, changing existingpipelines or waterworks to increase their capacity, etc.Re<strong>construction</strong>, adaptation and modernization are <strong>construction</strong>works on improving of quality, functions, capacity and lifetime ofthe existing objects.Replacement of essential dilapidated parts refers to <strong>construction</strong>works on complete replacement of essential parts dilapidated ordestroyed due to different causes.Regular maintenance and major repairs. Construction worksperiodically performed to ensure normal use of a building.Dwelling is any residential <strong>construction</strong> unit intended for habitation,consisting of one or more rooms with necessary auxiliary spaces(such as: kitchen, bathroom, lobby, pantry, toilet, etc.) or withoutauxiliary spaces and with one or more separate entries. A dwelling,shared at the time of census by two or more households and nottransformed into two or more separate dwellings, was consideredand recorded as one dwelling.Type of dwelling is determined according to number of rooms. Aroom is a space intended for habitation and enclosed by wallshaving direct daylight and at least 6 square meters of floor area.Studio apartment is one-room dwelling with a bathroom and lobbywith a small "kitchenette" (less than 4m2) or without it.One-room dwelling may consist of one room with kitchen and otherauxiliary spaces or one room without kitchen, but with otherauxiliary spaces.Two, three, four and more rooms dwelling consists of two, three ormore rooms with or without auxiliary spaces. In such a dwelling,the kitchen is not necessary.Dwelling area refers to a useful floor space measured betweeninner walls.Housing stockSources and methods of data collectionData on housing stock of 31st March 1961 were compiled on thebasis of the Agricultural Census carried out in May 1960,Population and Housing Census in April 1961, in mainly urbansettlements, and housing <strong>construction</strong> in villages from May 1960until April 1961. Data on housing stock on 31st March 1971, 31stMarch 1981, and 31st March 1991 were obtained throughPopulation and Housing Censuses. The latest housing stock dataare based on the Population, Households and Dwellings Censuscarried out in 2003. POGLAVLJE 13 CHAPTERObuhvatnostStambenim fondom su obuhvaeni stanovi u Crnoj Gori.Stambeni fond ine nastanjeni i prazni stanovi namijenjeni zastalno stanovanje.U stambeni fond nijesu ukljueni stanovi koji se koristepovremeno za odmor i rekreaciju i za vrijeme sezonskih radovau poljoprivredi, nastanjene poslovne prostorije, prostorijenastanjene iz nužde, kolektivni stanovi i radnike barakeprivremenog karaktera.Popisom 1961. i 1971. godine u gradskim naseljimaobuhvaena su uža gradska podruja, koja su esto sastavljenaiz više naselja.Popisom 1981. i 1991. godine primijenjen je tzv. pravnikriterijum klasifikacije naselja prema tipu, kojim su gradskanaselja utvrena na osnovu odluka nadležnih službi skupštinaopština. Na ovaj nain u popisu 1981 odreeno je 38, a u popisu1991. godine 40 gradskih naselja.U popisu stanovništva, domainstava i stanova 2003. godine nateritoriji Crne Gore odreeno je 40 gradskih naselja.DefinicijeU popisima stanova u naseljima pretežno gradskog karaktera1961. godine, kao i u popisima 1971, 1981, 1991. godine,primijenjena je ista definicija stana.Kod popisa 1961. godine posebnim stanom na selu smatrala sesvaka stambena zgrada na poljoprivrednom gazdinstvu.U popisima 1971, 1981. i 1991. godine za stanove u gradu i naselu primijenjena je ista definicija.CoverageHousing stock in Montenegro covers both occupied and vacantdwellings intended for permanent residence.Housing stock does not include temporary used dwellings forvacation and recreation, during seasonal works in agriculture,occupied business premises, premises occupied in case of need,collective dwellings and temporary workers' barracks.The 1961 and 1971 Censuses in urban settlements have coveredtypical town areas often composed of several settlements.In the 1981 and 1991 Censuses, so-called legal criterion has beenapplied for classification of settlements by their type.
