SummaryAn integral plan of development in the estuary of the Krka River shows the current statusof breeding of shellfish, and conducted SWOT analysis objectively analyzed the strength,weaknesses, opportunities and threats to its future development.The vision of the integrated development plan till 2015. is based on the assumptions thatthe local government, 1) with the help of state funds, has resolved the drainage of waste watersfrom towns and villages along the course of the Krka river which secures that the estuary areais of 1 st quality, and 2) has implemented amendments to regional plans, which expandedexisting breeding areas, and built new ones on Prukljan Lake.Production of mussels is about 5,000 tonnes. achieved in the deeper water layers, byapplication of new technology and by mechanizing the production that is based on a naturalspawn. In poly-culture with mussels at a depth of 5 to 8 m, and deeper, the controlled cultivationof oysters is developed. Production is about 1,000,000 pcs. (approx. 60 tonnes) and based onnatural spawn. Controlled breeding of Jacob’s scallops (Pecten jacobaeus) and of smallscallops (Chlamys varia) began on Prukljan lake, partly based on natural spawn, and partly onspawn produced in modern bivalves nursery in Ston. Production is organized in shells-shellspoly-culture. In cooperation with the hatcheries in Ston some breeders have started pilotproduction of breeding on the sea bed of new types of shellfish clams (Tapes decussatus) andWart Venus (Venus verrucosa).Distribution and purification centre is built on Martinska with the local government andstate funds and partly co-financed with pre-funding of EU funds through the IPA program. TheCentre is owned by breeder association, which is a bearer of production and all marketingactivities. Produced shellfish carry trade-mark (“Sibenik pidoa” or the like) and meet allEuropean criteria. It is partly placed in <strong>Croatia</strong> (primarily through tourism and catering facilities),and partly on the EU market (primarily Italy and France).The preparation of documentation for the construction of nursery for Jacob’s scallops(Pecten jacobaeus) and clams (Tapes decussatus) is in progress. The plans are being made forthe development of aquaculture of insular areas in synergy with the development of tourism.Priority activities that will gradually realize the proposed vision in the period 2009-2012 willinclude:1. Presentation of the development plan and an explanation of the necessity of itsimplementation, because of the fact that breeders have no interest in the described visionof breeding, despite the fact that all objective analysis of future scenarios for the survival ofthe sector indicate that the developmental step forward is the existential necessity for themajority of stakeholders,2. Establishment of a strong and well organized business-interest association ofbreeders (or strengthening of existing forms of organization), which would set the basis forsystematic engagement with the problems of development and constant upgrading ofproduction by greater involvement of business sector, which becomes a key link in thedevelopment.3. Modernization (technological - organizational) of the entire system of production,which is - with the preserved quality of the environment (for which the prerequisites are thecompletion of construction of the sewage and the development and implementation of anintegrated management plan for the estuary) - the basic prerequisite for raising production,for the survival of the existing methods of family farming, for preserving the economicdemographicpicture of the region as well as for the possibility of new employment of highlyeducated personnel.4. Building modern transport-distribution centres, (and the operational waterfront for theneeds of aquaculture), which will tie themselves with the production, shipping, monitoring of37
