2. strategic co-ordination acrosstransport modesOne of ITSRR's statutory functions is to provide strategic co-ordination ofsafety regulation by NSW transport safety regulators. ITSRR hosts and leads theTransport Regulators Executive Committee (TREC) comprising the chiefexecutives of NSW rail, bus and ferry regulators with the aim of deliveringbetter coordinated safety regulation across transport modes and providingaccurate, consistent and comprehensive portfolio-wide advice and support toGovernment on transport safety.3. reliability and sustainability adviceITSRR provides advice to Government and publishes reports on theperformance and reliability of publicly funded transport services including rail,bus and ferry services. ITSRR's service reliability reports can reflect industryperformance, the longer term viability of transport networks and customerattitudes through surveys and analysis.4. corporate governanceITSRR's corporate governance program ensures ITSRR's people, systems andprocesses are able to deliver results for the above three programs throughdelivery of training; information management systems; human resource andadministrative support; and planning and reporting frameworks.ITSRR independenceITSRR reports directly to the Minister for Transport however, in order topreserve its independence, there are a number of statutory limitations on theMinister's control over ITSRR. ITSRR is not subject to the direction or controlof the Minister in respect of the following:■■■exercise of a function relating to the accreditation of a person under theNSW Rail Safety Act 2002 (including the variation, suspension or cancellationof an accreditation);any decision whether or not to take enforcement action under any Act; andthe exercise of a function relating to a rail safety inquiry or a transportsafety inquiry.ITSRR may, if necessary for the safe operation of a transport service, discloseinformation acquired in its performance functions and may publish anyinformation, including the report of a rail safety inquiry or transport safety inquiry.ITSRR must provide to the Minister an annual industry safety report and anannual reliability report, both of which are published as separate reportsattached to ITSRR's Annual Report.corporate plan4 2006–2009independent transport safety and reliability regulator
