c) habitation,d) health care,e) psycho-social help.Fundamental principles of humanitarian aid providing are (above all)humanity, impartiality (objectivity), neutrality and independence.Development Cooperation is generally oriented to the monitoring of social andeconomic conditions of human life in poor countries, and searching ofmechanisms how to improve the conditions. Prime motives to providedevelopment cooperation are moral, politic and pragmatic:• Moral motives- long tradition in European context of humanity (ancient philosophy,Christianity, the Enlightenment, etc.),- humanity rooted inside other religions and civilizations in the world,according the principles is correct (fair) help other humans inemergency,- compunction of former colonial powers inhabitants.• Politic and pragmatic motives (selected)- support of national foreign policy at the international level, in theinternational organizations (this is typical for Japan and newly alsofor China),- support of international trade,- conflict and terrorism prevention,- environmental degradation prevention,- international migration flows prevention,- economic investments.To fundamental principles of development cooperation realization belong:- partnership (cooperation with local subjects),- systematic activity (project has to satisfy concrete needs andpriorities of the region/country),- long-term sustainability (long-term effects of any project),- accent on gender equality,- environment friendly technologies,- sensitivity to local cultures and traditions - it is necessary tocooperate with local people/community and their direct participationon the project (local ownership and empowerment).39
