Vsi delavci v obrtnih obratih so poleg zapo -slenih delavcev tudi lastniki - samostojni po -djet niki posamezniki.3. Obrtni register od leta 1995 do 2006V obrtni register so bili na dan 6. 3. 1995vpisani obrtni obrati, ki so skladno z obrtnimzakonom dobili t. i. obrtna dovoljenja pouradni dolžnosti. Zakon je namreč določal,da obrtna dovoljenja dobijo vsi tisti gospo -darski subjekti, ki so na dan uveljavitveobrtnega zakona opravljali obrtno ali obrtipodobno dejavnost.Gibanje števila obrtnih obratov je prikazanona dva načina: z vidika stanja obrtnegaregistra na dan 31. decembra in z vidikasprememb (vpisov in izpisov obratov) vregistru v opazovanem obdobju. Razlika medpodatkoma je v prvih letih opazovanegaobdobja nastala zaradi »zamude« podzakon -skega akta o obrtnem registru in številnihsprememb pri gospodarskih subjektih vosem mesečnem obdobju po sprejemu obrt -nega zakona, zaradi česar se je začetno stanjeobrtnega registra spreminjalo vse do leta2001.4. Thedifference between the data arose in thefirst years of the observed period because ofthe »delay« of the subordinate act on CraftRegister and due to numerous changes ineconomic subjects in the period of eightmonths after passing the Law of Craft, theconsequence of which was that the startingstate of the Craft Register was changing aslong as up to 2001.4.
