的 背 後 原 因 而 硬 要 把 「 真 實 評 估 」 所 言 的 不 應 限 頁 的 「 學 習
歷 程 檔 案 」 與 用 作 「 調 分 」 的 「 作 品 集 」 混 為 一 談 , 這 只 能
相 信 課 程 決 策 者 有 心 製 造 的 考 評 風 波 了 。
值 得 決 策 者 反 思 的 問 題
視 覺 藝 術 科 實 施 的 校 本 評 核 , 原 本 是 走 在 新 高 中 課 程 與 考
試 改 革 的 前 面 。 作 品 集 能 夠 繼 續 成 為 新 高 中 視 覺 藝 術 科 的
評 核 模 式 , 亦 有 賴 學 校 及 視 覺 藝 術 科 教 師 的 支 持 , 令 作 品
集 成 為 首 個 華 人 地 區 能 夠 在 公 開 考 試 實 施 「 真 實 評 估 」 的
理 想 , 作 為 兩 岸 四 地 視 藝 教 育 的 典 範 。 過 去 幾 年 , 香 港 高
中 視 覺 藝 術 科 在 學 與 教 方 面 確 實 呈 現 明 顯 的 變 化 , 令 學 生
的 學 習 空 間 得 以 擴 展 。 相 信 關 心 視 覺 藝 術 教 育 的 同 工 都 應
該 感 到 高 興 , 並 有 理 由 相 信 視 藝 科 在 眾 多 學 科 中 是 最 容 易
過 渡 到 新 高 中 的 一 科 。 怎 料 課 程 改 革 的 政 治 因 素 蓋 過 一 切
(Apple, 1979; Pinar, etal., 1995), 苦 了 前 線 教 師 , 亦 害 了
學 生 及 視 藝 科 在 學 校 的 發 展 。 值 得 嗎 ?
從 「 校 本 評 核 監 督 及 分 區 統 籌 員 」 會 議 上 , 不 難 看 到 前 線
教 師 關 注 的 問 題 , 以 及 教 育 局 與 考 評 局 的 張 力 。 筆 者 發 現
考 評 局 過 去 的 專 業 形 象 及 獨 立 角 色 , 在 新 高 中 的 課 程 與
考 試 改 革 的 過 程 中 似 乎 逐 步 被 矮 化 , 看 來 課 程 決 策 者 已
經 成 功 掌 控 了 考 評 。 但 充 滿 疑 問 的 決 策 , 能 夠 控 制 教 師
的 思 維 , 令 他 們 順 從 由 上 而 下 的 決 策 嗎 ? 如 果 能 夠 成 功 ,
就 不 會 出 現 1990 年 代 的 第 二 波 教 育 改 革 思 潮 (O’Banion,
1997); 當 時 學 者 們 提 出 教 育 改 革 應 該 要 以 學 習 者 的
「 學 習 為 先 」(placing learning first), 並 強 調 教 師 專 業
發 展 及 由 下 而 上 的 改 革 觀 念 。 要 成 功 推 行 改 革 , 實 在 不
能 忽 略 教 師 因 素 , 因 為 教 師 才 是 實 施 改 革 的 最 前 線 人
