Summary
2. The State Treasury’s Agency of Agricultural Property should be requested to exclude
the land in the valleys of the Oder and its tributaries from sale. These areas should be partially
afforested and partially rented for pasture and meadows.
3. Strips of land in the most valuable areas ought to be gradually purchased from their
owners. Necessary funds should be sought from the National and Regional Funds for Environmental
Protection and Water Management, EcoFund, and environmental NGOs acting in
Western Europe.
4. Within the scope of administrative and legislative works it is proposed:
• to introduce a ban on the use of pesticides of I and II toxicity class, categorized as poisons
on strip of land that are 50 m wide aside from banks of watercourses,
• to introduce a country-wide system of compensations paid to the landowners for concerting
arable land into meadows and pastures, for resigning from the use of minetral
fertilizers and pesticides in the valleys, and for accepting of legal protection over areas
under private ownership,
• exemption from taxes of the owners of inundated land, under the condition that the
land is used as pasture, meadow or forest. It is proposed to lift compensation payments
for the losses incurred by bank erosion and damage to crops done by floods.
5. It is necessary to introduce the mandatory delimination oif flood-zones along watercourses,
and their incorporation into the Local Land Use Plans.
6. Directors of Environmental Protection Departments belonging to Local Authorities,
when discussing the Local Land Use Plans should ensure that nature conservation and environmental
protection issues are considered to a sufficient extent and that the principles of
sustainable development are implemented.
7. A ban on discharging manure into drainage canals should be imposed.
8. It is recommended to bound together areas of high natural value within the framework
of Ecological System of Protected Areas. Protected areas should be established on the main
tributaries of the Oder. Connection of the ecological corridor of the Oder with the one of the
Vistula, through a network of protected areas on the Warta and Noteæ rivers, is of particular
importance. Creation of landscape parks on the Bóbr, Barycz, Bystrzyca, Stobrawa, and
Nysa K³odzka rivers is also very important.
9. It is necessary to carry out environmental impact assessments for all larger projects in
the Oder valley. For smaller projects, complex natural evaluations should be carried out,
also listing the possible impacts of the project on the environment.
Eco-tourism and the promotion of nature conservation
1. The promotion of agro-tourism has been proposed in the Oder valley, as an alternative
to plans for restructuring the river for navigational purposes. Special support should be
given to excursions on small passenger boats along the stretches of the Oder, which attract
the most interesting for their natural and landscape features. When planning tourism development,
the most valuable areas should be protected against excessive penetration. Tourism
centres should be located only on the outskirts of areas of high natural value, not within
