7. The creation of a network of isles is proposed on the flood-area between the levees,
upstream of the existing and planned dams.
8. Isles can also be created on the regulated, undammed stretches, through the construction
of channels parallel to the river and joined with it at both ends.
9. Anchored floating isles should be created on the projected Racibórz dam reservoir,
and on the existing reservoirs on the Oder tributaries.
10. On the dam reservoirs, semi-round parts of the water table should be separated by
a dyke, connected with the bank, and joined by a weir. A number of permanent isles can be
created on such a separated. A small reservoir like this would be a perfect refuge for water
vegetation and wildlife, where good conditions would develop for the breeding of fish,
amphibians, and birds.
11. In places where the bridges on the Oder have bearings standing in the river current,
artificial peninsulas for waterfowl should be created on the basis of these bearings.
12. Diversifying the cross-section of the river is important, through building berns, the
creation of a series of small inlets and planting them with water vegetation, diversifying the
angle of scarps on the river banks, and the reinforcement of vertical scarps.
13. Preserving open-meadow wetlands and especially marshes by cutting down the surplus
shrubs to eliminate the threat of overgrowth and hence the disappearance of these
biotopes.
14. Steps should be undertaken to conserve of lowland bogs and transitional moors.
15. Creation of new protected areas and the extension of the existing ones is recommended.
Valuable wetlands should be submitted to the RAMSAR Convention.
16. On the tracts that are deprived of ox-bows connected with the river, it is sensible to
build structures in the river bed that form shelters for fish and protect them against strong
currents, sun and predators.
17. The biological reinforcement of the river banks by planting ash-trees, elms, poplars,
alders, willows and various shrubs should be encouraged, especially in case of the Oder
tributaries.
18. To protect the existing diversity of fish species active support for some species in
necessary through:
• support of their natural breeding,
• promotion of species of diminishing populations.
Administrative and legislative activities
1. It is proposed to include a clause in the Water Management Law that will allow planting
trees in the area between levees.
