10. Implementing the construction of waste water treatment plants simultaneously with<br />
the construction of water supply systems in the villages. The sewage treatment stations will<br />
clean increased volumes of effluents.<br />
11. Identification and liquidation of illegal effluent discharges in the Oder catchment<br />
area, through periodical controls.<br />
12. The further promotion of inexpensive natural sewage treatment systems (root, reedbed,<br />
and willow treatment systems, biological ponds, etc.) in small settlements.<br />
13. The construction of river treatment stations on smaller, heavily polluted rivers.<br />
14. Stringent control over waste management and waste disposal sites.<br />
15. The construction of pre-reservoirs before large dam reservoirs.<br />
16. The acceleration of activities related to the protection of the atmosphere: the reduction<br />
of sulphur emissions through enrichment of coal before burning, the introduction of<br />
less environmentally harmful burning technologies, the reduction of dust and gaseous substance<br />
emissions.<br />
17. The reduction of the emission of nitrogen, heavy metals and other harmful chemical<br />
elements and compounds which are transported into the soil through the atmosphere, or<br />
exercise a direct adverse impact on the health of vegetation and wildlife.<br />
18. Propagation of the further development of bio-gas plants in order to utilise the liquid<br />
manure.<br />
Agricultural management and horticulture<br />
The following should be carried out:<br />
1. The partial resignation from agricultural activities in the Oder valley and a shift from<br />
intensive agricultural production to the extensive one, together with a simultaneous extension<br />
of pastures and mown meadows, over the areas occupied by arable land.<br />
2. Limitation of the use of chemical pesticides and fertilizers.<br />
3. Restriction of grazing in the areas adjacent to the river which will limit the uncontrolled<br />
damage to trees and shrubs done by cattle.<br />
4. Resignation from the use of herbicides which damage vegetation, as well as from sowing<br />
seeds of selected, highly efficient mixtures of grasses.<br />
Drainage<br />
The approach to drainage activities in the Oder valley and its entire catchment area must be<br />
quickly and radically amended.<br />
1. New drainage projects in the valley should be abandoned, especially in the area<br />
between levees. The possibility of restoring marshes on previously drained areas should be<br />
