Summary 1. Taking over from the Agency of Agricultural Property of the State Treasury or purchasing from private owners the strips of land at least 10 m wide which are adjacent to the waters of the river Oder catchment area. In the areas where arable lands lay directly next to the river, where mineral and organic fertilizers, as well as pesticides, are intensively used, it is proposed to plant trees and shrubs on the 10 m wide strips adjoining the river, and to plant such species as reed and reed-mace in the direct vicinity of the river. 2. The construction of ditches, parallel to the river, and ended with reservoirs planted with underwater and submerged vegetation absorbing large quantities of nutrients. The ditches are proposed to be built along the stretches of the Oder and its tributaries most heavily threatened by non- point pollution. 3. The wide use of soil analyses carried out for the nutrient requirements contained in fertilizers used there, which will permit the optimal use of these fertilizers. Additionally, several small applications of fertilizer should be administered in proper times, instead of one big one. One solution is to promote organic farming methods in the Oder valley. 4. The enhancement of the autopurification capacity of the Oder and its tributaries through the development of rich plant communities and associations in the river and along its banks: • diversifying the cross-section of the river bed, • extension of the river length, • planting of reed, reed-mace, and other submerged vegetation along the banks, • planting of underwater vegetation in the river current, • increase of aeration of the river waters through the construction of swift currents, steps, and deeps, • facilitating the flooding of parts of the valley and the filtration of the inundation waters through the soils. 5. Increasing pressure on the Czech Republic to make it undertaking decisive steps towards reducing the pollutants discharged in the waters of the Oder on Czech territory. 6. Initiating cooperation with nature conservation and environmental protection authorities in Germany, especially with the local authorities of the regions neighbouring with the Oder, in order to undertake joint activities related to the protection of the river and its valley. 7. Undertaking all possible activities aimed at resolving the problem of the discharges to the Oder of saline mining waters from the coal mines in the Czech Republic and Poland. 8. Supporting the project of injection of saline water from the Legnica G³ogów Copper Mining Complex into the deep excavations created following the extraction of natural gas. 9. Intensifying projects aimed at constructing and modernizing old waste water treatment plants, especially where their operation can bring the most significant results. It is particularly important to ensure that phosphorus and nitrogen substances are removed. Those activities are most important in the nine key areas of the Oder catchment basin, which are the sources of the largest burdens of pollutants. They are: Ostrava (The Czech Republic), the 217

Korytarz ekologiczny doliny Odry area of Katowice, Kêdzierzyn, Wroc³aw, Legnica and G³ogów Copper Mining Complex, £ódŸ, Poznañ, Szczecin. 10. Implementing the construction of waste water treatment plants simultaneously with the construction of water supply systems in the villages. The sewage treatment stations will clean increased volumes of effluents. 11. Identification and liquidation of illegal effluent discharges in the Oder catchment area, through periodical controls. 12. The further promotion of inexpensive natural sewage treatment systems (root, reedbed, and willow treatment systems, biological ponds, etc.) in small settlements. 13. The construction of river treatment stations on smaller, heavily polluted rivers. 14. Stringent control over waste management and waste disposal sites. 15. The construction of pre-reservoirs before large dam reservoirs. 16. The acceleration of activities related to the protection of the atmosphere: the reduction of sulphur emissions through enrichment of coal before burning, the introduction of less environmentally harmful burning technologies, the reduction of dust and gaseous substance emissions. 17. The reduction of the emission of nitrogen, heavy metals and other harmful chemical elements and compounds which are transported into the soil through the atmosphere, or exercise a direct adverse impact on the health of vegetation and wildlife. 18. Propagation of the further development of bio-gas plants in order to utilise the liquid manure. Agricultural management and horticulture The following should be carried out: 1. The partial resignation from agricultural activities in the Oder valley and a shift from intensive agricultural production to the extensive one, together with a simultaneous extension of pastures and mown meadows, over the areas occupied by arable land. 2. Limitation of the use of chemical pesticides and fertilizers. 3. Restriction of grazing in the areas adjacent to the river which will limit the uncontrolled damage to trees and shrubs done by cattle. 4. Resignation from the use of herbicides which damage vegetation, as well as from sowing seeds of selected, highly efficient mixtures of grasses. Drainage The approach to drainage activities in the Oder valley and its entire catchment area must be quickly and radically amended. 1. New drainage projects in the valley should be abandoned, especially in the area between levees. The possibility of restoring marshes on previously drained areas should be 218
