SUMMARY<br />
The purpose of these guidelines is technical and economic analysis of greenhouse gas (GHG)<br />
mitigation measures as support to stakeholders in the preparation of sectoral operating<br />
programs. Three major items are elaborated in the guidelines: (1) identification and description<br />
of technical measures, (2) determination of emission reduction potentials and (3) cost<br />
assessment.<br />
Guidelines are focused at key sources in the Republic of Croatia, i.e. sources which contribute<br />
to the total GHG emissions with 95 per cent, and mitigation measures which can be applied<br />
within that sources independent on the type of GHG. These sources are identified in the<br />
National Inventory Report.<br />
GHG emissions mitigation could be achieved by implementation of technical measures and/or<br />
flexible mechanism in the framework of UNFCCC, which represent combination of technical and<br />
economic measures. Guidelines should analyze measures which already available at market,<br />
with possibility of implementation till 2010.<br />
