these being the sole perception of the mandate of centres, according to the<br />

findings of the Survey).<br />

Identification<br />

• Decentralise, partially, the process of identification due to shortage<br />

of resources in the Office for Coordination and Protection of Victims of Human<br />

Trafficking. In light of the existing mechanisms and responsibilities stipulated in<br />

the Draft Law on Social Protection, a certain number of centres on the territory<br />

of the Republic of Serbia could serve as the key actor in the context of identification<br />

of victims of human trafficking in a timely, adequate and professional<br />

process of protection of victims of humanb trafficking, both minors and<br />

adults. This competence of the centres clearly stems from the responsibilities<br />

defined in the Rules of Procedure on Organisation, Regulations and Standards<br />

of Social Welfare Centres;<br />

• Endorse a by-law defining indicators for identification of victims of<br />

human trafficking and competencies of the Office for Coordination of Protection<br />

of Victims of Human Trafficking and social protection institutions in<br />

the process of identification of victims of human trafficking. Pay particular<br />

attention to internal human trafficking and need to develop indicators for<br />

identification of victims — citizens of the Republic of Serbia (since the indicators<br />

proposed and used by different actors are mostly adapted to detection<br />

of foreign victims). This act should also define the relationship between the<br />

Office and the centres in the process of identification of victims;<br />

• Develop a separate set of indicators for identification of children —<br />

victims of human trafficking and with respect to various forms of exploitation,<br />

notably: forced marriages, forced begging and perpetration of crimes, use in<br />

pornography and labour exploitation, these being the most difficult forms of<br />

exploitation to discern in practice ;<br />

• Introduce proactive identification measures at the competent offices<br />

(efficient procedures for birth registration, keeping registries of the missing<br />

and abused and exploited children);<br />

• Modernise police approach in work with the children — victims of<br />

trafficking and other vulnerable groups (child victims of abuse and neglect,<br />

but also children living and working in the street, children offenders of the<br />

law) through proactive outreach work and cooperation with other services,<br />

notably social services.<br />

Raising awareness about the rights and programmes available<br />

• Establish an integrated data base of the services available to victims<br />

of human trafficking (both services provided by state institutions and civil<br />

society organisations), for victims — nationals of Serbia and foreign nationals,<br />

according to the following criteria:<br />

o Conditions for acquisition of the right and timeframe of assistance;<br />

o Type of service with specific note on locations/cities where it is available<br />

and whether it is available 24/7 or under which specific conditions;<br />

o Accommodation capacities (with provision of supportive housing);<br />

o Securing basic funds (for food, hygiene, clothing and footweare, utilities<br />

— power, water, heating)<br />

o Payment of travel expenses;<br />
