• Establish a national reporting<br />
system – appoint an institution<br />
to act as National Rapporteur (e.g.<br />
Office for Coordination of Protection<br />
of Victims of Human Trafficking)<br />
towards further improvement of the<br />
system of data collection and coordination<br />
thereof with those of the EU<br />
states. This will advance international<br />
cooperation in the area of supression<br />
of human trafficking in national and<br />
transnational setting. 1<br />
• Closely linked to the above,<br />
develop indicators for monitoring the<br />
phenomenon of human trafficking<br />
within a national setting and coordinate<br />
efforts to develop the indicators<br />
with the countries in the region and<br />
the EU Member States 2<br />
TOWARDS A GLOBAL EU ANTI-<br />
TRAFFICKING ACTION<br />
One of the recommendations of the<br />
Ministerial Conference held in October<br />
2009 was to establish the institute<br />
of the National Rapporteur or<br />
a similar mechanism with a view to<br />
advancing the system of data protection<br />
and exchange about this global<br />
phenomenon.<br />
In the context of widening the scope of actions ensuring a more adequate<br />
response to the multidimensional nature of human trafficking, and in<br />
order to advance the policy /strategic framework:<br />
• Insist on harmonisation of policies and initiatives with the findings of<br />
the national reports in the area of human trafficking<br />
• Translate policies and initiatives accurately into the next Antitrafficking<br />
Strategy and the ensuing Action Plan<br />
• In the context of policy development and response to causes, the<br />
phenomenon of human trafficking should be considered relative to similar<br />
themes/politics: supression of gender-based violence, prevention child abuse<br />
and neglect, protection of refugees and internally displaced persons and migrants,<br />
and other policies directed at protection of minorities and marginalised<br />
groups most exposed to risks of human trafficking, and finally, in the<br />
context of social inclusion and poverty reduction<br />
• With reference to the above, involve relevant organisations and institutions<br />
from the domain of social inclusion and areas relevant to minorities<br />
and marginalised groups (Social Inclusion and Poverty Reduction Unit of the<br />
Office of the Deputy Prime Minister, Autonomous Women Centre, Novi Sad<br />
Humanitarian Centre, Group 484, and others) in the work of the Republic<br />
Team for Anti-Human Trafficking and other bodies.<br />
