From the perspective of the Park administration, engaging<br />

in collaborative planning with the local people<br />

requires support from the State. Regardless of the personal<br />

interest of a park manager or the willingness of<br />

local people to work with the park managers, without<br />

adequate resources and commitment, participatory management<br />

will not move forward.<br />

Participatory management is a form of facilitation<br />

rather than control. Thus, new institutional forms of administration<br />

with greater capacity to engage local people<br />

in the everyday work of park management are<br />

necessary to realize the promise of participatory management<br />

in terms of improved nature protection.<br />

To summarize, the findings of this study indicate the<br />

need to strengthen the clarity of nature conservation policy<br />

and the missions of the responsible authorities. In<br />

addition, in order to promote the involvement of local<br />

people and empower the national park management to<br />

work with them collaboratively, it is necessary to promote<br />

communication among all stakeholders. If the key<br />

to biodiversity protection is held by local people, who<br />

have so far been ignored but who are increasingly being<br />

recognised as key stakeholders, then environmental governance<br />

needs to draw upon social science research and<br />

theory in understanding and assessing social capacity<br />

for participatory management.<br />
