Purpose of study:
Critical surveying of the development stages of rural
tourism in the past twenty years in Hungary, defining
successes and failures in development, exploring the
main trends concerning the EU accession and generation
change and drawing conclusions for the future.
Methodology/Approach:
The paper is based on desk research, survey research,
interviews and internet research.
Findings:
The Hungarian rural tourism went through different
development stages, from spontaneous to intermadiate
and to developped stage. The organisational civic
background which brings together the rural hosts has
also changed significantly. During the past twenty years

and especially in the last five years the earlier favourable
legal regulation and tax exemption have changed and
the new rules resulted in serious drop in the number
of rural tourism hosts. The EU accession has created
resources for rural tourism development but the conditions
to access these resources are not really favourable
for small scale rural guesthouse owners. It seems that
due to regulation failures and misunderstanding of the
characteristics of rural tourism, a decline is foreseeable
in the future.
Originality/Value:
In the past ten-twelve years there was not an overall
evalution of rural tourism in Hungary, especially the
new trends and tendencies were not carefully eveluated.
This research focuses on the changes of conditions
which hinder further development and the generation
change among hosts and the negative consequences
of the rigid normative procedures of EU rural development
policy.
Research limitations/Implications:
It is difficult to put together a valid database because
approximately 50% of the hosts stopped their activities
in the past years due to the unfavourable rules.
Practical implications:
Hopefully the conclusions of the research will be used
in the coming EU planning and programming period.
