Critical surveying of the development stages of rural<br />
tourism in the past twenty years in Hungary, defining<br />
successes and failures in development, exploring the<br />
main trends concerning the EU accession and generation<br />
change and drawing conclusions for the future.<br />
Methodology/Approach:<br />
The paper is based on desk research, survey research,<br />
interviews and internet research.<br />
Findings:<br />
The Hungarian rural tourism went through different<br />
development stages, from spontaneous to intermadiate<br />
and to developped stage. The organisational civic<br />
background which brings together the rural hosts has<br />
also changed significantly. During the past twenty years<br />

and especially in the last five years the earlier favourable<br />
legal regulation and tax exemption have changed and<br />
the new rules resulted in serious drop in the number<br />
of rural tourism hosts. The EU accession has created<br />
resources for rural tourism development but the conditions<br />
to access these resources are not really favourable<br />
for small scale rural guesthouse owners. It seems that<br />
due to regulation failures and misunderstanding of the<br />
characteristics of rural tourism, a decline is foreseeable<br />
in the future.<br />
Originality/Value:<br />
In the past ten-twelve years there was not an overall<br />
evalution of rural tourism in Hungary, especially the<br />
new trends and tendencies were not carefully eveluated.<br />
This research focuses on the changes of conditions<br />
which hinder further development and the generation<br />
change among hosts and the negative consequences<br />
of the rigid normative procedures of EU rural development<br />
policy.<br />
Research limitations/Implications:<br />
It is difficult to put together a valid database because<br />
approximately 50% of the hosts stopped their activities<br />
in the past years due to the unfavourable rules.<br />
Practical implications:<br />
Hopefully the conclusions of the research will be used<br />
in the coming EU planning and programming period.<br />
