the Republic of Croatia

Purpose of study:
Governments create prerequisites and frameworks for
activity in tourism through legislative measures of the
tourism policy; furthermore, they regulate mutual relationships
between the government and entities in tourism,
and legal relationships arising from tourists’ journey
and their stay at a destination.
The provision of services in the catering industry and
tourism in the Republic of Croatia is regulated by numerous
legal norms which are not codified but are rather
scattered in numerous regulations and autonomous
sources of law.
The catering and tourism services in rural tourism can

be provided separately or combined. The legal form of
business determines the manner and conditions of providing
services. It determines, among other things, the
possibility and efficiency of achieving the set business
goals: the type of services that can be provided and
whether catering and/or tourism will be the primary
activity of the provider, or if the provision of individual
catering and/or tourist services, which are connected
with the basic agricultural activity, will only generate
additional income and serve to market own agricultural
produce.
The paper gives a systematic overview of general and
specific Croatian sources of law for providing catering
and tourist services in rural tourism, the possible legal
forms for providing services in rural tourism, and the
manner and conditions under which services can be
provided. Furthermore, the advantages and disadvantages
are indicated of specific legal forms in achieving
the desired business goals.
