ÜLKEMİZDE TEKSTİL MAKİNE İTHALATININ<br />
YOĞUN OLMASI VE YERLİ MAKİNE<br />
KULLANIMININ ARTTIRILMASINA YÖNELİK<br />
POLİTİKALAR<br />
“Malumunuz ithalatımız 2022’ de %2 artarak<br />
2,450 milyar $’ a ulaşmıştır. İthalatımızdaki ilk<br />
3 ülke ise Çin, Almanya ve İtalya’dır. Toplam<br />
ithalatımızdaki en büyük 3 makine sırası ile;<br />
900 milyon $’ı iplik makineleri, 380 milyon $’<br />
ı Örgü, 300 milyon $’ ı ise Dokuma Makineleri’dir.<br />
Yani ülkemizde üretimi olmayan<br />
iplik, dokuma ve örgü makineleri en büyük<br />
yeri teşkil etmektedir. Yine son 2 yılda söz<br />
konusu bu makinelerde dünyanın en büyük<br />
alıcısı da Türkiye olmuştur. Özellikle pandemi<br />
sürecinde Türk tekstil sanayimizin büyük<br />
yatırımlar yapması ve özellikle iplik alanındaki<br />
büyük yatırımlar için gerekli makineler<br />
çoğunlukla dışarıdan temin edilmiştir. Yatırımcıların<br />
sadece Avrupa makinelerini değil<br />
özellikle Çin ve Hindistan makinelerini de<br />
son dönemde tercih ettiklerini görmekteyiz.<br />
Özellikle yoğun iplik makine alımlarının etkisiyle<br />
artık Hindistan da ithalat gerçekleştirdiğimiz<br />
ülkeler arasında Japonya’ dan sonra<br />
ilk 5’ e yükselmiştir. Söz konusu makineler<br />
ülkemizde üretimi olmayan makinelerdir.<br />
Üretimi olan makineler içinse yerli tercihlerin<br />
son 5 yılda önceki dönemlere göre daha<br />
da arttığını ifade edebiliriz. <strong>Tekstil</strong> sanayicimize<br />
her platformda yerlisi olan makineleri<br />
tercih etmeleri noktasında tavsiyelerimizi<br />
dile getiriyoruz. <strong>Tekstil</strong> makine ve parçaları<br />
için ilave gümrük vergileri 2021 yılında getirilmişti.<br />
Mevcutta makinelerimiz için ortalama<br />
% 6 - % 7,5 oranlarında gümrük vergisi<br />
uygulamaktadır. Ancak bunun da yetersiz<br />
olduğunu ve bu oranların arttırılması gerektiği<br />
yönündeki taleplerimizi ilgili bakanlığımıza<br />
ilettik. Tabi yatırım teşvik belgesi alan<br />
tekstil yatırımcısı için gümrük vergilerinin<br />
sıfırlanması da yabancı tercihlerini arttıran<br />
bir durum olabilmektedir. Bu sebeple Sanayi<br />
ve Teknoloji Bakanlığı ile Türkiye Makine<br />
Federasyonu (MAKFED) öncülüğünde yeni<br />
bir çalışmayı hayata geçirmek için uğraşıyoruz.<br />
Özellikle üretiminde kapasite olarak<br />
güçlü olduğumuz tüm tekstil makinelerinin,<br />
yatırım teşvik belgesi alınsa dahi gümrük<br />
vergilerine tabii olması yönündeki çalışmamız<br />
sonuçlandığında yerli makine tercihlerinde<br />
artı bir gelişme olacaktır.”<br />

years Russian textile has become a sector that<br />
has increased its investments with state support.<br />
Investments continue especially in the Ivanovo<br />
region, and there are investments of our 8 big<br />
Turkish textile manufacturers in the region and it<br />
continues. There has been a great demand in<br />
our sector regarding the textile machinery needs<br />
that have arisen within this framework in the last<br />
period. Based on this trust, our members gained a<br />
great advantage in the Russian market. We had<br />
the opportunity to meet with both Russian textile<br />
industrialists and other Turkish textile companies<br />
participating in the fair by visiting the Interfabric<br />
fabric fair, which was held simultaneously during<br />
that fair. Furthermore, we also had the opportunity<br />
to renew our existing cooperation agreement with<br />
SOUZLEGPROM (Russian Union of Textile and Light<br />
Industry Entrepreneurs), Russia’s largest textile<br />
industry association. In addition to this, because<br />
the Ivanovo region investment agency managers<br />
visited the fair, we had the opportunity to convey<br />
direct information about the market and current<br />
opportunities to our members.”<br />
Policies for that textile machine imports are<br />
intensive and for increasing domestic machine<br />
use in our country<br />
“As you know, our imports reached 2.450 billion<br />
dollars by increasing 2% in 2022. The top 3 countries<br />
in our imports are China, Germany and Italy.<br />
The 3 largest machines in our total imports are<br />
yarn machines with 900 million dollars, knitting<br />
with 380 million dollars and Weaving Machines<br />
with 300 million dollars, respectively. That’s to say,<br />
the yarn, weaving and knitting machines, which<br />
are not produced in our country, constitute the<br />
largest place. Again, the world’s largest buyer of<br />
these machines in the last 2 years has become<br />
Turkey Especially during the pandemic process,<br />
the machineries that are necessary for our Turkish<br />
textile industry to make large investments and<br />
especially for large investments in the yarn field<br />
have been mostly imported. We observe that the<br />
investors have recently preferred not only European<br />
machines, but especially Chinese and Indian<br />
machines. Especially with the effect of intensive<br />
yarn machinery purchases, India has now risen<br />
to the top 5 after Japan among the countries<br />
we import from. The machines in question are<br />
machines that are not produced in our country.<br />
For machines with production, we can state that<br />
domestic preferences have increased in the last<br />
5 years compared to previous periods. In every<br />
platform, we express our advice to our textile industrialists<br />
about that they prefer local machines.<br />
Additional customs duties for textile machinery<br />
and parts were introduced in 2021. Currently, it<br />
applies an average of 6% - 7.5% customs tax for<br />
