176 Yükselen <strong>Afrika</strong> <strong>ve</strong> Türkiye / <strong>Rising</strong> <strong>Africa</strong> <strong>and</strong> <strong>Turkey</strong>Widespread view on <strong>Africa</strong> in the West, is a cynical <strong>and</strong> mostly inaccurateone. For instance The Economist (May 13 - 19, 2000) published a specialissue on <strong>Africa</strong> titled “Hopeless Continent”. In this issue <strong>Africa</strong>’s leaders <strong>and</strong>donors are characterized as morons. This may well be true for isolated casesbut characterizing the entire continent as such <strong>and</strong> to blame it all on “<strong>Africa</strong>nsociety” can not be accurate at all. This approach probably comes from amindset of some insensiti<strong>ve</strong> <strong>and</strong> tactless individual.According to such individuals <strong>Africa</strong> is malnourished, poor, dusty <strong>and</strong>go<strong>ve</strong>rned by crook dictators. For instance, referring to a failed coup attempt bya group of Western mercenaries, ‘The Guardian’, respectable British daily, recentlyreported that “the men on board the Boeing 727-100 had allegedly beenon their way to mount a coup in Equatorial Guinea, a small, malarial countryin west <strong>Africa</strong> ruled by a tyrant but newly <strong>and</strong> filthily rich in offshoreoil”.The men on board are inevitably (!) led by a James Bond 007 figure, “theOld Etonian <strong>and</strong> former SAS officer” (hence a well established gentleman!)Mr. Simon Mann who was arrested at Harare Airport, in Zimbabwe, UK’s archenemy in <strong>Africa</strong>, alongside a plane load of mercenaries who l<strong>and</strong>ed there topick up consignment of AK47 rifles, mortar bombs, <strong>and</strong> 75,000 rounds of ammunition.”Having realized the se<strong>ve</strong>rity of his situation Mr. Mann began writingletters from his cell in maximum security Chikuribu prison firstly implicatingMark Thatcher (Scratcher in Mann’s notes), an arms dealer <strong>and</strong> formerPrime Minister Iron lady Margaret Thatcher’s son. Mr. Mann then linked“what had at first seemed to be little more than a doomed Boy’s Own ad<strong>ve</strong>nturein a forgotten corner of west <strong>Africa</strong> to a coterie of rightwing businessmenwith links to the highest echelons of the British establishment” 4 .So much for “white man’s burden!”.It is not only that such Afro-pessimist views are offensi<strong>ve</strong> <strong>and</strong> damagingbut they also hinder underst<strong>and</strong>ing the true potential <strong>and</strong> economic performanceof <strong>Africa</strong>. <strong>Turkey</strong> needs to de<strong>ve</strong>lop a discourse that emerges through its ownspecific interaction with <strong>Africa</strong>. <strong>Turkey</strong> should also avoid established Afropessimismde<strong>ve</strong>loped in the West <strong>and</strong> evaluate <strong>Africa</strong>n experience by drawingon its own experience with the world which is mainly manifesting itself in theprocess of full membership talks with the European Union.The next section looks at <strong>Africa</strong>n economic performance by concentratingon primarily human progress. It compares human de<strong>ve</strong>lopment with theHICs (High Income Countries) of the OECD <strong>and</strong> <strong>Turkey</strong>. <strong>Africa</strong>n agriculture
