216 Yükselen <strong>Afrika</strong> <strong>ve</strong> Türkiye / <strong>Rising</strong> <strong>Africa</strong> <strong>and</strong> <strong>Turkey</strong>Other examples of incoherence are evident in trade <strong>and</strong> ODA, as well astrade <strong>and</strong> debt relief. For nearly a quarter of a century, starting in 1970, thedramatic decline in <strong>Africa</strong>’s market share amounted to an estimated incomeloss of $70 billion per year, almost fi<strong>ve</strong> times the a<strong>ve</strong>rage annual amount ofODA to <strong>Africa</strong>. Moreo<strong>ve</strong>r the sharp decline in prices of key export commoditiesexplains the deterioration of net present value of debt-to-export ratios projectedat decision point for 2010. Of the15 Heavily Indebted Poor Countries(HIPC), 13 are in <strong>Africa</strong>. Impro<strong>ve</strong>d policy coherence, national ownership <strong>and</strong>strategic focus provide a virtuous link in the chain of increased <strong>and</strong> effecti<strong>ve</strong>aid, reformed trade policies <strong>and</strong> debt relief by de<strong>ve</strong>loped countries towards<strong>Africa</strong>.Flows of foreign direct in<strong>ve</strong>stment to <strong>Africa</strong> continue to rise, although theabsolute value <strong>and</strong> share of global FDI flows remains small. FDI flows to<strong>Africa</strong> increased from $11 billion in 2002 to $14 billion in 2003c accountingto a mere 2% of global FDI flows. FDI flows into the continent are highly concentratedin a few countries <strong>and</strong> a few extracti<strong>ve</strong> industries, mainly oil, gold,<strong>and</strong> aluminum.Reflections <strong>and</strong> Conclusion<strong>Africa</strong> is at crossroads of human de<strong>ve</strong>lopment gi<strong>ve</strong>n the fragility of<strong>Africa</strong>n economies, political stability, go<strong>ve</strong>rnance <strong>and</strong> emerging conflicts,inter<strong>ve</strong>ntions to the continent need to take certain factors into account. Policymakers <strong>and</strong> their partners are facing critical decisions of what, where <strong>and</strong>when to provide support. The challenge that <strong>Africa</strong> is facing in this contextwould not only to focus on mobilization <strong>and</strong> management of aid <strong>and</strong> ODA butcreate an environment that would pa<strong>ve</strong> the way towards pre<strong>ve</strong>nti<strong>ve</strong> de<strong>ve</strong>lopmentthrough effecti<strong>ve</strong> mobilization <strong>and</strong> utilization of internal capacity <strong>and</strong>internal resources to build sustainable human de<strong>ve</strong>lopment.The continent, particularly Sub-Saharan <strong>Africa</strong> has the highest rate ofundernourishment, with one-third of the population below the minimum le<strong>ve</strong>lof dietary energy consumption, the lowest primary enrollment rates of allregions with gender disparity at the primary le<strong>ve</strong>l the lowest at 0.86. TheHIV/AIDS crisis is devastating much of the continent, destroying li<strong>ve</strong>s <strong>and</strong>li<strong>ve</strong>lihoods, with women disproportionately affected, with 13 infected womenfor e<strong>ve</strong>ry 10 infected men (UNAIDS2004). Malaria <strong>and</strong> TB incidences arealso the highest in the world with attendant high maternal <strong>and</strong> child mortalityratios of 46 times higher than in de<strong>ve</strong>loped world. A number of countries in<strong>Africa</strong> ha<strong>ve</strong> initiated Po<strong>ve</strong>rty Reduction Strategies, <strong>and</strong> there has beenprogress in access to safe drinking water, but Sub-Saharan <strong>Africa</strong> is the region
