6 Modern Kent Yönetimi - Itadýr. DÝE kriterlerine göre hareket edildiðinde ülkemizde 2000 yýlý nüfussayýmýna göre kentlerde yaþayan nüfusun toplam nüfus içindeki oraný %64.9’dur. Buna karþýlýk ülkemizde bugün için mevcut bulunan 3225 belediyesýnýrlarý içerisinde yaþayanlarýn toplam nüfusa oraný 2000 nüfus sayýmlarýnagöre % 81 civarýndadýr.Belediyeler, ülke nüfusunun % 81’ine yerel nitelikli kamu hizmetlerinisunmakta olduklarý için baþarý ya da baþarýsýzlýklarýnýn stratejik önemibulunmaktadýr. Belediye yönetimleri, kendilerine emanet edilen þehri engüzel þekilde yönetmek ve geliþtirmek, yine kendilerine emanet edilen ortakihtiyaçlarý optimum düzeyde karþýlamakla yükümlüdürler.Yükümlülükleri fazla ama kaynaklarý kýt olan belediyelerimizin modernyönetim tekniklerini kullanarak etkin, verimli ve kaliteli hizmet üretmelerihem yasal, hem siyasal ve hem de toplumsal sorumluluðudur.Bu çalýþma, 1994 yýlýndan bu yana Pendik Belediyesi’nde yapýlan uygulamalarve bir ekip olarak kent ve kent yönetimi konusunda sürdürülen teorik çalýþmalardanelde edilen bilgi ve birikimin kent yöneticileri ile paylaþýlmasý amacýylahazýrlanmýþtýr. Umudumuz, günümüzde hýzla süren küreselleþme ve yerelleþmesüreçlerinde önemi daha da artan kentlerimizin ülkemiz ve milletimiz adýna dahaüstün baþarýlara imza atmasýna katký saðlayabilmektir.
