BELEDÝYELER ÝÇÝN YURTÝÇÝALTERNATÝF PROJE KAYNAKLARI 352Belde halkýnýn yerel mahiyette ortak ihtiyaçlarýný karþýlamakla görevliolan ve devlet mekanizmasýnýn yerel düzeyde örgütlenmesi ile oluþan belediyelerimizingörev ve yetkileri çok geniþ alanlara yayýlmaktadýr. Kentleþmeoranýnýn yükselmesinin yaný sýra geliþen ve deðiþen dünyamýzda taleplerinve yapýlmasý gereken hizmetlerin nitelik ve nicelik yönünden de deðiþmesi,belediyelerimizin yükünü ciddi oranda artýrmaktadýr.Görev sahalarý çok geniþ olmasýna raðmen belediyelerimizin mali imkânlarýise son derece kýsýtlýdýr. Hatta Belediye Kanunu’nun çýktýðý 1930 yýlýna kýyaslabile belediyelerimizin gelirlerinde önemli bir düþme bulunmaktadýr.Belediyelerin mali kaynaklarý zaten kýsýtlý iken, talep ve hizmet gerekliliðininnitelik ve nicelik yönünden artmasý sonucu belediyelerimiz içinyeni proje yapýlmasýndan çok, mevcut çalýþmalarýn finansý odak alýnmaktadýr.Bu da belediyelerimizin gerek kendi yapýsal durumunu ve gerekse kentigeliþtirme ve dönüþtürme çalýþmalarýný kýsýr bir boyutta olmaya zorlamaktadýr.Belediyelerimizin mali yapýlarý ne kadar güçlendirilirse güçlendirilsin;þu bir gerçek ki; ihtiyaçlar sýnýrsýz, kaynaklar ise sýnýrlýdýr ve yönetimin temelmisyonu ise, bu sýnýrlý kaynaklara göre optimum hizmetin üretilme becerisidir.Belediyelerimizin daha üst ölçekte hizmet sunmasý, hizmetlerini nitelikve nicelik yönünden geliþtirmesi için alternatif kaynak arayýþlarýna baþ-352 Bu bölüm OSMAN DANIÞ tarafýndan hazýrlanmýþtýr.347
