Azerbaijan’s supply of jet fuel
is a strategic advantage and the key in its
air hub strategy. The production of jet
fuel should be coordinated and the Baku
airport should always have extra jet fuel
at competitive prices. It is one of the few
ways how Baku can attract international air
carries.
The Baku Heydar Aliyev
International Airport should be linked
to the Alyat port by various modes of
transport, including rail, so that the two
sites could effectively do intermodal
transfer of cargo.
Through its future FEZ
Development Corporation, Azerbaijan
should consider buying shares or invest
in Poti Port & FEZ as well as Aktau and
Turkmenbashy Ports & FEZs.
A dedicated State Agency for
FEZ Activity, directly reporting to the
President, should be created to oversee
all FEZ activity and the two proposed
projects. All activities could be supervised
directly by the President, similar to the
approach taken in the energy projects
signed in 1990s.
In the future, Baku should
consider building a stand-alone airport
near the Alyat port.
Free Economic Zone Concept
The current FEZ concept and
legal regime should be reviewed and
updated to reinforce Azerbaijan’s future
hub strategy.
The two key projects – the
Port of Alyat and Baku International
Airport – should be incorporated into
the FEZ concept, which in turn must be
constructed on a flexible and effective
legal framework (PSA-type legal regime).
A strategic planning of the two projects
should be completed, before the first-tier
investors and developers worldwide are
invited to invest in the projects.
