English Summary<br />

This report is the final delivery to the Swedish Radiation Safety Authority<br />

(SSM) for the work undertaken within the Commission, "Evaluation of rules<br />

and standards for concrete structures in Swedish nuclear power plants".<br />

In the SSM's regulations and recommendations, there are at present no specific<br />

requirements and adequate guidance on how concrete structures should<br />

be designed in case of new buildings or verification analyses of existing<br />

buildings.<br />

The result of the work presented in this report constitute the basis for SSM's<br />

ongoing regulatory project “Investigation regarding requirements for construction,<br />

design, analysis and review of reactor containments and other safety-related<br />

building structures”.<br />

The project includes the following:<br />

1. Summary of the regulations and requirements that h<strong>av</strong>e been applied<br />

at the initial design and new construction of concrete structures at the<br />

Swedish nuclear power plants (chapter 3).<br />

2. Comparison and evaluation of relevant regulations published by the<br />

European and North American authorities (chapter 4 and 5).<br />

3. Comparison and evaluation of relevant codes, standards, guidelines<br />

etc. for load-bearing concrete structures in different countries (chapter<br />

4 and 6).<br />

4. Conclusions and recommendations to the regulatory framework for<br />

the design of load-bearing concrete structures at the Swedish nuclear<br />

power plants (chapter 7).<br />

Based on a comparison and evaluation of regulations from the U.S., Canada,<br />

France, the UK, Finland and Sweden, as well as guidelines established by<br />

the international organizations IAEA and EUR, the following general recommendations<br />

are provided as a regulatory framework for the design of<br />

load-bearing concrete structures at the Swedish nuclear power plants:<br />

‣ The Eurocodes will replace the BKR design rules of Boverket as the<br />

conventional building regulations on the construction of nuclear power<br />

plants.<br />

‣ A general review and updating of the existing industry standard Design<br />

rules for buildings at nuclear facilities DRB:2001 is implemented.<br />

Reference is made to the Eurocodes with regard to conditions of conventional<br />

design rules.<br />

Detailed conclusions and recommendations are given in Chapter 7.<br />
