given the necessary consideration during consultative
meetings and in the inspection schedule, as well as when
the completion certificate is issued. A completion certificate
should not, for instance, be issued if the building
committee has reason to assume that the building contravenes
the provisions of a building permit or a detailed
development plan or special area regulations. There is thus
a close relationship between a building permit and supervision
and inspection during the construction process.
