gives the building c<strong>om</strong>mittee an opportunity to assess the<br />

need for supervision and inspection.<br />

When a building notice is received, the c<strong>om</strong>mittee shall<br />

pr<strong>om</strong>ptly convene a consultative meeting unless this is<br />

evidently unnecessary. At the consultative meeting an<br />

examination shall be made of such issues as the planning<br />

of the works and the measures for inspection, supervision<br />

and other control which are necessary in order that the<br />

building or civil engineering works may be assumed to<br />

c<strong>om</strong>ply with the requirements of society.<br />

At the time of the consultative meeting or as soon as<br />

possible thereafter, the building c<strong>om</strong>mittee shall, unless<br />

this is evidently unnecessary, c<strong>om</strong>e to a decision regarding<br />

an inspection schedule for the works. It is primarily the<br />

responsibility of the building owner to set out what<br />

inspection and verification he considers necessary to<br />

confirm that the technical requirements have been<br />

c<strong>om</strong>plied with. The building c<strong>om</strong>mittee shall determine<br />

whether the inspection proposed by the building owner is<br />

sufficient and shall approve or reject the inspection<br />

schedule, and shall specify any additional inspections,<br />

notifications and documentation which in the opinion of<br />

the c<strong>om</strong>mittee are necessary. In this respect, the c<strong>om</strong>mittee<br />

will be primarily guided by the c<strong>om</strong>petence of the<br />

building owner, the nature and c<strong>om</strong>plexity of the project,<br />

and the scope and quality of the in-house control system<br />

of the building owner.<br />

When the inspection schedule has been decided on, it is<br />

the responsibility of the building owner to ensure that it is<br />

c<strong>om</strong>plied with. To aid him in this respect, the building<br />

owner shall normally have appointed a quality assurance<br />

supervisor. The quality assurance supervisor shall assist<br />

the building owner, be present at consultative meetings<br />

and inspections and also in other respects ensure that the<br />

inspection schedule is c<strong>om</strong>plied with. A number of quality<br />

assurance supervisors may be appointed to oversee<br />

different parts of a project. In such a case, one of them<br />

shall coordinate their work.<br />

When the building owner has met his obligations in<br />

accordance with the inspection schedule and the building<br />

c<strong>om</strong>mittee has not found it necessary to intervene as<br />

supervisory authority, the c<strong>om</strong>mittee shall issue a c<strong>om</strong>pletion<br />

certificate.<br />

If the building c<strong>om</strong>mittee finds that the building owner<br />

has failed to satisfy all the conditions necessary for the<br />

issue of a c<strong>om</strong>pletion certificate, the c<strong>om</strong>mittee shall<br />

without undue delay decide to what extent use of the<br />

building shall be permissible until such time as the failure<br />

has been remedied.<br />

The supervision and inspection system described above<br />

is intended not only to ensure that the technical requirements<br />

in the BVL have been c<strong>om</strong>plied with in the project,<br />

but also that the project agrees with the building permit, if<br />

a permit is required, and with the detailed development
