siting and external appearance.<br />
Certain alterations which were previously subject to a<br />
building permit requirement and which relate to the<br />
technical aspects of buildings no longer need a building<br />
permit. Instead they are, however, subject to a building<br />
notice requirement within the framework of the new<br />
supervision and inspection system.<br />
These alterations are<br />
— alterations to buildings which affect the design of<br />
loadbearing c<strong>om</strong>ponents or which substantially affect<br />
the layout of buildings,<br />
— installation of, or substantial alterations to, heating<br />
appliances, flues or arrangements for the ventilation of<br />
buildings,<br />
— installation of, or substantial alterations to, arrangements<br />
for water supply or drainage in buildings or inside<br />
building plots, and<br />
— installation of, or substantial alterations to, lifts in<br />
buildings.<br />
Local authorities are now also given greater opportunities<br />
than before to reduce the building permit requirement in<br />
areas subject to the provisions of a detailed development<br />
plan.<br />
The detailed development plan can lay down that a<br />
building permit is no longer required to carry out, in the<br />
way and during the period specified in detail in the plan,<br />
the measures that result fr<strong>om</strong> the general regulations<br />
regarding the building permit requirement for buildings<br />
and civil engineering works. Such a decision shall not<br />
however be made if a building permit is required to safeguard<br />
the interests of neighbours or society.<br />
The supervision and inspection system<br />
It is now the building owner, i.e. the person who, on his<br />
own account, carries out building, demolition or site<br />
alteration works or arranges for these to be carried out,<br />
who is c<strong>om</strong>pletely responsible to society for ensuring that<br />
a building or civil engineering works c<strong>om</strong>plies with the<br />
relevant technical requirements. This is made clear by the<br />
fact that processing of the building permit application no<br />
longer covers the technical properties of the project and<br />
that the building c<strong>om</strong>mittee is given a purely supervisory<br />
responsibility concerning these properties. In order to<br />
enable the building c<strong>om</strong>mittee to exercise effective supervision<br />
of the responsibility placed on the building owner,<br />
a new administrative procedure has been introduced which<br />
enables the building c<strong>om</strong>mittee to monitor the building<br />
project and to take action if s<strong>om</strong>ething goes wrong.<br />
Regardless of whether or not a building permit is required,<br />
certain building works specified in law shall not be c<strong>om</strong>menced<br />
for at least three weeks fr<strong>om</strong> the date of submission<br />
to the building c<strong>om</strong>mittee of a building notice. This notice<br />
